Patrick Ryan Boyd is the main antagonist of the 9-1-1 Season 4 episode "First Responders".
He is a man who kidnaps a young woman named Tracie Webber and attempted to kill Dispatcher Sue Blevins when she tried to stop him.
His actor Timothy Eulich is uncredited.

Boyd met Webber at a casino, where she worked and took an interest in her. While she was distracted, he secretly drugged her drink and followed her when she was walking to her car. Boyd then made his move by taking the drowsy woman to his car and drove Webber to a nearby market, where he dumped her belongings into a dumpster. 9-1-1 Dispatch supervisor Sue Blevins was at the market with her before noticing Boyd's act and noticed the incoherent Webber, realizing the situation immediately. Blevins attempted to stop Boyd, but Boyd ran her down with his car in an attempt to silence this hiccup.
Boyd fled the area with his captive, leaving Blevins for dead but she was saved by LAFD while trying to reveal Boyd's license plate though her wounds prevented her speech from being heard. Because of her state, Blevins was taken to the hospital. Meanwhile, Boyd took Webber to the docks, where he held Webber in a container while drugging her and is implied to have sexually assaulted her.
Webber's abduction caused her mother to panic and she blamed Webber's ex-boyfriend who was proven by LAPD to be innocent though Sgt. Athena Grant-Nash promised to look into it. Athena and a detective tracked Webber's last sighting at a casino, where they see, her being tended to by Boyd and recognize his car as the one that struck Blevins. Firefighter Evan Buckley and news reporter Taylor Kelly conducted their own investigation into the hit and run quickly figuring out that Blevins was running towards something before she was hit. They were about to investigate the garbage cans for anything of importance. Before they could, Athena appeared on the scene and brought them to the station, where Buck is shown the license of Tracy Webber and is told that she is relevant is that she was in the car when Blevins was struck meaning she was hit as a way to silence her. Upon hearing that, Buck recalls that Blevins was trying to say something not to call 911 but to give the license plate of the car that struck her.
A kidnapping alert is launched while Taylor Kelly reports to the public that Blevins was trying to thwart a kidnapping. Boyd was identified to the city as the last person seen with her and his vehicle is seen.
Boyd is then imprisoned for life on all of his crimes of kidnapping, two counts of attempted murder, and possibly sexual assault.
