Paulie Banducci is a supporting antagonist in Law & Order: Special Victims Unit, appearing in the episodes "Wolves in Sheep's Clothing" and "And the Empire Strikes Back". He is a building superintendent who is part of a sex trafficking ring run by corrupt philanthropist Catalina Machado.
He was portrayed by Saverio Guerra.
Biography[]
Early life[]
Banducci was employed as a superintendent at Holt Towers, a luxury condominium tower in Manhattan, and worked with philanthropist Catalina Machado to help homeless women get into subsidized apartments in the building as part of her non-profit organization, Proud Life. He also helped her pimp out the same women as part of her secret sex trafficking operation, and extorted sex from them in return for doing maintenance repairs; if they resisted, he would threaten to have them thrown back out on the street.
On Machado's orders, Banducci helped Congressman Justin Howard extort sex in a similar manner from residents Lulu Davis and Denise Campbell, whom he had also raped earlier, and made sure that there was no security footage of him entering or leaving their apartments.
In "Wolves in Sheep's Clothing"[]
After Machado arranges for Rosa Estrada and her young son Felipe to get an apartment in Holt Towers, Banducci comes over for a "maintenance check" and rapes her while making Felipe wear noise-cancelling headphones.
Rosa's neighbor Betty Swanson sees Banducci and several other men going in and out of Rosa's apartment and assumes she is a prostitute, so she reports Rosa to the NYPD's Special Victims Unit, accusing her of endangering Felipe's welfare. Lieutenant Olivia Benson sends Detectives Fin Tutuola, Amanda Rollins, and Kat Tamin to Holt Towers to investigate. They soon realize that Rosa and several other women in the building are being trafficked, and they suspect Banducci of using his job in the building as a cover for leading a prostitution ring.
During the investigation, the SVU team uncovers Machado and Howard's involvement in the sex trafficking operation and find out that Banducci has been helping Howard extort sex from female residents under the guise of visiting his mother, who lives in the building. After Benson, Tutuola, Rollins, and Tamin get Machado on tape admitting to selling women with Banducci's help, they arrest them both. Machado is released on bail and makes a deal with Assistant District Attorney Dominick Carisi Jr. to name her clients in exchange for a lenient prison sentence, but Banducci has nothing to trade with, so he is put in jail immediately for rape and sex trafficking.
In "And the Empire Strikes Back"[]
Banducci tries to make a deal for leniency, as well, offering to testify against Machado about helping her traffic women. Carisi takes him up on his offer and promises to put him in a segregated prison unit for his protection leading up to the trial.
Before Banducci can be transferred, however, he is attacked and brutally beaten by several of his fellow inmates. He dies of his injuries shortly afterward. It is later revealed that Howard's attorney, Myron Gold, ordered Banducci's murder, as well as that of Machado and Rosa, to prevent his wealthy, powerful clients' involvement with the sex trafficking ring from becoming public knowledge.
