Oswald Chesterfield Cobblepot, better known as the Penguin, is a minor antagonist in the Cartoon Network TV series Teen Titans Go!. He is an elegant-looking supervillain and criminal and is one of Batman's adversaries. He is also one of the many enemies of Robin and the Teen Titans.
He was voiced by Tara Strong in the episode "Bumgorf", as Raven (whom Strong also voiced in the series) was imitating the Penguin while guessing the reason behind the disappearance of Starfire's pet Silkie. In the ninth season of the series, he is voiced by Khary Payton, who also voiced The Cyborg in the same series.
The Penguin is a short, obese, and deathly-pale man with a large, beak-like nose, slightly-pointed ears, wicked-looking eyebrows, a double chin, and sharp teeth. He has slick long black hair and his hands are flipper-like with severe syndactyly.
The Penguin is always shown to dress elegantly with a monocle, a tuxedo, dress shoes, a top hat (which was originally purple but is changed to black) and a fluffy coat.
Biography[]
While the Penguin's past hasn't been described in detail in the show, it might be the same as his mainstream counterpart from the Silver Age, being born into the wealthy and aristocratic Cobblepot Family, with its nobility having English origins, going back to Newcastle England,
In his childhood, he was bullied for his weight, bird-like mannerisms, and the fact that he always carries an umbrella, which he was made to by his overprotective mother Esther Cobblepot, despite weather conditions, ever since his father died from Pneumonia, when he refused to take an umbrella when he went out in the rain.
As he was born with a hip ailment (most likely due to being obese), which caused him to waddle, and for having a beaky nose, this led Oswald's peers to give him the mocking nickname "Penguin". He also has a signature squawking laugh similar to a penguin's quack.
Because he was bullied, Oswald's only true childhood friends were his family's pet birds, which he loved and cared for dearly and lavishing them with attention. Eventually, Oswald's mother became very old and sick, and later died. Following her passing, her birds were repossessed by the bank. Angry and hurt at what had become of his life, Oswald took on the moniker "The Penguin" as a nickname to be feared, seeking revenge on all whom had wronged him. He took up martial arts such as judo and ninjutsu, even training in Asia at one point, and began turning his umbrellas into deadly gadgets like flamethrowers, helicopter blades, and machine guns. This eventually led to him becoming the feared criminal mob boss known as the Penguin.
Penguin has also studied ornithology in college, even knowing more about birds than his teachers, which led to him setting up an aviary (with most of the birds being stolen).

"Mo' Money Mo' Problems"[]
While the Teen Titans were busy enjoying spending all of Wayne Manor's wealth on luxurious and very expensive items, they launched a series of fireworks that inadvertently got the Penguin's attention but also the Joker, the Riddler, Poison Ivy, and Catwoman, who immediately went to storm Wayne Manor and stealing anything that caught their eyes. The Penguin steals a fish that has been freshly heated from an oven and managed to strip Cyborg of his gold-plated armor, before carrying it off with him.
When the Teen Titans tried to stop the villains from taking everything but were easily defeated, with the Penguin defeating Cyborg with ease. With the Titans out of the way, he and the villains went back to looting until they noticed an enraged Alfred Pennyworth, Bruce Wayne/Batman's butler and the caretaker of Wayne Manor. Though the Penguin and the villains tried to attack him, Alfred easily defeated them.

Though the episode "Bumgorf" marks the Penguin's first speaking role, Raven was just imitating his voice.
