The Penitus Oculatus are a faction in The Elder Scrolls V: Skyrim and serve as the enemy of the Dark Brotherhood during their quest line, or allies should the Dragonborn choose during the quest "With Friends Like These..." to kill Astrid instead of one of the hostages. They are the elite guard for Emperor Titus Mede II after the Blades were wiped out by the Aldmeri Dominion and Thalmor following the Great War and signing of the White Gold Concordat.
Appearance[]
Penitus Oculatus agents wear a slightly different version of the armor worn by General Tullius, with their insignia where the Imperial emblem is on Tullius' armor. Their armor is black and red, separate from the Imperial Light Armor that can be crafted at any anvil or blacksmith's forge, and can not be crafted, but is able to be improved at an armorer's workbench. The armor is designed differently between males and females when worn.
History[]
During the course of the Dark Brotherhood quest line, the Penitus Oculatus serve as an enemy for the Dark Brotherhood in their mission to assassinate Emperor Titus Mede II. One agent stands guard during the wedding of the Emperor's cousin, Vittoria Vici, to Asgeir Snow-Shod, but fails to prevent her murder by the Dragonborn, serving as Listener for the Dark Brotherhood and the Night Mother. Penitus Oculatus commanding officer, Commander Maro, soon arrives in Skyrim ahead of the Emperor to prepare for his arrival at Castle Dour, the Emperor's personal quarters in Solitude, the provincial capital of Skyrim as, with Vici's murder seen as a move by the Stormcloaks to intensify the Skyrim Civil War between them and the Imperial Legion, the Emperor was coming to personally oversee it. Maro sends his son, Gaius, to patrol the major hold capitals to ensure the security is safe for the Emperor, but while doing his rounds in one of the hold capitals, such as Solitude with checking courtyard and barracks at Castle Dour, Gaius is assassinated by the Dragonborn, with a letter planted on him to make it look as if he was a Stormcloak spy, proving information about the Emperor's visit to Ulfric Stormcloak and his forces to plan an assassination attempt of their own on Mede, which leaves Maro devastated. Mede, on the other hand, thinks an assassination attempt by the Stormcloaks was thwarted and lets his guard down.
However, Maro is soon approached by Astrid, leader of the Skyrim Dark Brotherhood, who confesses to the plot to murder Mede and pleads for amnesty for the Dark Brotherhood by betraying the Dragonborn, the Listener for the Night Mother, and revealing the plan to murder the Emperor by poisoning his meal with Jarrin Root, a highly toxic plant that can be fatal if ingested. Though Maro agrees to the deal, and places a body double to suffer the plan, despite being guarded by two of his men, when the Dragonborn, disguised as the Gourmet, then tries to sneak out of Castle Dour after killing the double, Maro ambushes them with three more of his men, and not only is going to have the Dragonborn killed or arrested, but because of Gaius' murder, he also is not going to uphold his end of the deal with Astrid, sending more of his men to their Sanctuary to burn it down and slaughter the whole group to ensure they will never threaten the Emperor again. With that, he leaves his men to deal with the Dragonborn, slapping them with a 1,500 gold bounty in Haafingar Hold as well, so the Hold Guards will administer an "arrest on sight" if they spot the Dragonborn, and if the Dragonborn surrenders willingly, throw them in the Castle Dour Dungeon to rot.
With the Dark Brotherhood destroyed as far as he was aware of, Maro prepares to see the real Emperor off as he prepares to leave Skyrim to return to the Imperial City on board his flagship, The Katariah. However, he is shocked when the Dragonborn, still very much alive, appears to seek retribution for his fallen brother and sister assassins, and fueled with fury, Maro attacks them and is swiftly slain in return, before the Dragonborn heads to The Katariah, slips past or slaughters all of Maro's men on board, and then reaches the Emperor, who willingly accepts his death and allows the Dragonborn to kill him with no resistance whatsoever, accepting his death with dignity. After that, some Penitus Oculatus agents will still be hanging around Castle Dour, so the Dragonborn can attempt killing them for additional sets of their armor, and they will respawn after several in-game days.
