Peter is the main antagonist of the Law & Order: Special Victims Unit episode "Friending Emily". He is a child pornographer and rapist who, with the help of his accomplice and victim "Wendy", kidnaps young girls and forces them to perform with him in livestreamed child pornography.
He was portrayed by Chris Coy, who also portrayed Martin in The Walking Dead.
Biography[]
Peter is a pedophile who kidnaps young girls and holds them prisoner, raping them repeatedly while livestreaming the assaults on his child pornography website on the dark web. He stalks them on their social media to find out what they are interested in so he can charm them, and then he drugs and kidnaps them. After his victims get too old for him, he simply lets them go, confident that they are too traumatized to go to the police. Many of his victims are so damaged by his abuse that they become drug addicts and prostitutes, and he sells at least one to a pimp.
Years before the events of the episode, Peter kidnapped 12-year-old Jane Kalreiss, telling her that her parents did not love her and never even bothered to look for her, and brainwashed her into believing that he was the only one who really loved her. He even made her change her name to "Wendy Baker" and marketed their child porn videos to his clients as "Peter and Wendy", after the main characters of Peter Pan. Once Jane grew too old for him, he made her his accomplice, procuring young girls for him by taking them to frat parties at Peter's alma mater, Thompkins Square University, and drugging them so Peter could take them away. He also began taking requests from his viewers about what they wanted him to do to the girls, with the fees increasing along with the depravity of the request.
"Friending Emily"[]
Peter sets his sights on his latest victim, 14-year-old Emily Culphers, who is visiting New York City with her older sister, Taylor. Peter sends Jane to their hotel to invite them to a party at the university. There, he introduces himself to Emily as "Wendy's brother" and gains her trust by protecting her from a drunk, predatory frat boy. While Taylor is partying, Peter gets Emily a drugged soda, and he and Jane kidnap her after she passes out. The next morning, Peter locks Emily up in his basement and introduces her to his audience, telling the terrified girl that she is going to be his next "star".
The leader of Emily's tour group reports her missing, and the NYPD's Special Victims Unit starts investigating her disappearance. Detectives Olivia Benson, Nick Amaro, and Amanda Rollins question Taylor, who gives them a description of "Wendy" that they eventually trace to Peter's website. They also talk to a few of Peter's now-adult victims, who have descended into addiction and sex work, and learn that one of the victims died of a drug overdose after running into Jane again. Finally, they discover Jane's real identity after analyzing a still image from one of the videos and put a tracking device on her phone that leads them to Peter's house.
They arrest Jane but discover that the house is a decoy. Peter, meanwhile, connects his livestream to the decoy house from his actual home and starts antagonizing Amaro, flaunting Emily while rationalizing his actions; he says that he never hurts the girls he kidnaps, even claiming to be "gentle" in comparison to his clients, who he calls sick. At one point, he got frustrated and asked Emily if he hurt her and she nervously denies it.
While Amaro keeps Peter talking, Benson and Rollins get through to Jane by letting her video chat with her mother and sister, who are overjoyed to see her, and telling her they never stopped looking for her, helping her realize that Peter has been using her the whole time. Remorseful for having helped Peter destroy so many young girls' lives, she tells them where to find him. Just as Peter is about to rape Emily in front of Amaro, Benson and Rollins burst in, in and Peter surrenders as they arrest him.
He is then imprisoned for rape, kidnapping, and possession and distribution of child pornography, and sentenced to life in prison.

- Peter is primarily inspired by Corey Gallisdorfer, a North Carolina college student responsible for sexually assaulting boys for child porn, which at the time of the episode was a crisis at college campuses
