Peter Walker is the supporting antagonist of the Chicago P.D. episode "A Night Owl".
He is portrayed by Ele Bardha.

He served three year stint in Statesville prison for conning elderly people. While incarcerated, he made a deal with his cellmate Johnny Zarkarian who was a gangster that had connections that could make Peter rich and the two promised to make the link upon release. Peter then decided to find a way to help with his scheme.
Through the prison pen pal system, he found Adam Ames, a secretly gay man who was using the program to have trysts with the inmates, before writing to Peter. Taking advantage of this, Peter successfully manipulated Ames into providing with necessary necessities: money, food, and an apartment upon release. Ames had fallen in love with him, as seen in the letters he wrote. He yearned to move in with him, so he could leave his wife and they could be together. In truth, Peter truly had no interest in Ames nor men and never let things progress beyond cuddling but his tactics caused there while the landlord often viewed them as shady men.
Eventually, Peter put his big plan into action by meeting up with Johnny's friend Gregor, who took him to see the boss Gasper. At Gasper's construction site, Peter was allowed to work for Gasper but secretly viewed him as scary and unhinged. Peter later confided in Ames that his life was in danger, because he owed some dangerous people money. As a result, he decided to help Peter by transporting a large shipment of drugs across the border, since he needed to go to Canade anyway. Seeing the perfect patsy if things went wrong, Peter accepted the deal and was given Ames' car and had it modified to hide the drugs.

Ames then made the drive but got caught up in a routine sobriety traffic stop and the CPD find the drugs. Ames was brought to the precinct, where he continued to deny everything and withheld Peter's involvement in hopes of protecting him from the cops. Ames' family were also notified and called him a lawyer, while vehemently denying his crimes.
Intelligence soon discovered the secret apartment in his name. When there, the suggestive letters to multiple prison systems and the picture of Peter Walker are found. When the topic of his trysts moved to Peter, Ames stated they were in love while denying that Peter was the orchestrator and tries to take responsibility. He is not believed and is told Peter was simply using him because of his background as a con artist. Ames refuses to consider this and defends Peter, by stating people were after him.
Peter is later found by Detective Lindsay and Officer Kim Burgess, making flirty comments before they take him in. He denies any drug involvement and makes it clear that he was conning Ames by stating they only cuddled. He did show decency when wincing at the picture of the little boy who was killed after witnessing Johnny Zarkarian getting burned alive. However, he stuck to his story of not being involved in any drug transaction
After Ames daughter is abducted, he discovers that Peter is denying everything and breaks down at being played, he turns on him by telling Intelligence about Peter's drug addicted younger brother Marco and that Peter always protected him, and they quickly run to chase that lead. Peter remained in the cage before he is visited by Sgt. Voight and Det. Alvin Olinsky and is shown the picture of Ames' captive daughter with a gun to her head and is questioned on who is holding her. He again refused to talk but is alarmed when his brother is brought in and firmly states he had nothing to do with this while assuring the latter he'd help him before he is hauled away. Voight then showed Peter a brick of Heroin and tells him that he could put away in lock-up or put in the bed of Marco's truck, then arrest him but that would entail a lengthy sentence at Stateville prison because of his record. However, Voight says it can be all avoided unless Peter simply comes clean about everything he's done to Ames. Horrified, Peter looked to Olinsky who coldly told him that he won't be any help and Voight says this is his last chance to talk. Peter is then forced to admit that he got the drugs from a gangster named Gasper who was the same person who snatched Pearl and revealed that she is likely being held in Gasper's trailer at his construction yard, since he recognized the background.
He is then imprisoned for orchestrating drug trafficking and being an accessory to double murders.

Johnny Zakarian: (Accomplices): Burned alive by Gasper and his crew: Peter Walker had him put heroin in Adam Ames car and was killed by Gasper and his crew after the police find it in his car.
Michael Perry: (Nine-year-old boy): Shot in the back of the head by either Gasper or his men after witnessing Johnny Zakarian being burned alive.
