Peter Williams is the secondary antagonist of the Law & Order episode "Fools for Love". He is a sadistic psychopath who rapes and murders several teenage girls with the help of his girlfriend, Laura Kendrick.
He was portrayed by Samuel Ball.
Early life[]
Williams is a misogynistic psychopath who is obsessed with raping virginal teenage girls. He is handsome and charismatic enough to charm women into giving him what he wants - pretending to be virgins while he has rough sex with them, often involving bondage.
Eventually, however, consensual rough sex was not enough to satisfy his cruelty, so he began raping teenage girls in Nassau County, New York. He was briefly questioned by police there, but they had to let him go due to lack of evidence.
One day, he met Laura Kendrick, a young woman who was visiting New York City with her younger sister, Janie, and exchange student Annika Ohlman to look at colleges for the younger girls. Williams sensed a kindred spirit in Laura, a narcissistic sociopath who, like him, hid her true nature behind a charming façade. They started dating, and Laura willingly participated in Williams' increasingly violent sex games, including watching while he raped other women. He killed at least two of these women with Laura's enthusiastic help.
Eventually, Williams persuaded Laura to "give" Janie and Annika to him to rape; she drugged them with GHB, and then she and Williams both sexually abused and tortured them. Laura had mistakenly given them overdoses, however, so both girls choked to death on their own vomit. Williams dumped the bodies at a construction site and inflicted a savage beating on Laura for "failing" him by overdosing the girls.
"Fools for Love"[]
When the girls' bodies are found, NYPD Homicide Detectives Lennie Briscoe and Ed Green identify Williams as a suspect with help from Detectives Olivia Benson and Elliot Stabler from the NYPD's Special Victims Unit, who are investigating the rapes he committed in Nassau County. Briscoe and Green try to question Williams, but he refuses to cooperate. When they talk to Laura, who has been hospitalized following the beating Williams inflicted, she identifies him as the man who attacked her, giving them enough probable cause to arrest him.
Once Laura is released from the hospital, she claims that Williams forced her to help him rape and murder the girls, and her lawyer makes a deal with Executive Assistant District Attorney Jack McCoy and Assistant District Attorney Abbie Carmichael in which she serves a light sentence in a minimum-security prison in return for testifying against Williams. They become suspicious, however, after talking to a woman who had a threesome with her and Williams in which she pretended to be a virgin that he was raping, which contradicts her claims that she was an unwilling participant in his sadistic sex games.
When Williams testifies in his own defense, however, he claims that Laura murdered Annika on her own, and insinuates that she also murdered the other girls they brought home. While cross-examining Williams, McCoy shows the jury the pictures that Laura took of him raping and torturing the girls, and they find him guilty and sentence Williams to death. Laura, meanwhile, is sentenced to 25 years in prison after McCoy tricks her into admitting that she helped Williams kill her sister so he would "belong to her forever", which so horrifies the trial judge that she invalidates the deal Laura had made with the prosecution.
