Petrel (in Japanese: ラムダ Lambda) is one of the four Team Rocket executives and a minor antagonist in Pokémon Gold, Pokémon Silver, Pokémon Crystal, and their remakes, Pokémon HeartGold and Pokémon SoulSilver. However, his true identity wasn't revealed until the remakes.
In Pokémon Masters, he was voiced by Taichi Takeda in Japanese and Todd Haberkorn in English.

Johto games[]
Petrel's position has existed since Pokémon Gold, Pokémon Silver, and Pokémon Crystal. However, his existence was easy to miss because all Rocket Executives used the same sprite (now adopted as Archer's canonical design), making it seem to some like there was only one Executive. The Rocket Executive that Petrel is based on was then given a canonical design and an official name in Pokémon HeartGold and Pokémon SoulSilver, along with the other three Executives, to distinguish them as individuals. Proton's case is the same.
In Pokémon HeartGold and Pokémon SoulSilver, Petrel is apparently Team Rocket's master of disguise. He is first seen dressing as Giovanni and then battled in the Team Rocket HQ. In Goldenrod Radio Tower he appears again, using his disguise skills again, this time dressed as Radio Tower Director.
Petrel's motives on Team Rocket are more mild-mannered, as he freely gives out information such as passwords and the location of the Director. He even considers himself a "nice guy" and hands over the key. In fact, it is his giving out of this information that leads to many of Team Rocket's defeats, despite his opinion that the player can't use the information anyways.
Pokémon Masters[]
Petrel appears in the Johto-themed chapter of the second arc of Pokémon Masters, aiding Giovanni's schemes to take over Pasio. Petrel first appears outside of the introductory cutscene by confronting Silver as he infiltrates his secret base while disguised as Giovanni, commending his bravery before fighting him. After losing this fight, "Giovanni" decides to step away from his plans for a moment, only to reveal his identity after being deduced by Silver. Even with this defeat, Petrel attempts to lock Silver within the building, only to accidentally speaking the password himself after being sure he's won. Petel then summons a group of grunts to defeat the boy, only to be ambushed by Koga and Janine. Now stalled through the attacking ninjas, Silver manages to head forward into the base.
Petrel is next seen alongside Proton and some Team Rocket grunts inside Lear's mansion, serving as guards for Giovanni as they attempt to defeat the heroes to buy their leader time. While Whitney and Bugsy are first seemingly doomed to fail facing them off alone, Lance and Clair appear to aid the two gym leaders, something that allows the other heroes to head forward with the group thoroughly distracted.
Later, Petrel appears in the Hoenn-themed chapter of the same arc, manipulating Team Magma into finding Groudon and having Courtney make a sync pair with it, something that is done in order to have them fall into a rage-fueled trance. Following this, Petrel also makes an appearance at the beginning of the Unova-themed chapter alongside other members of Team Rocket, as they attempt to apprehend N for standing in the way of their ambitions, demanding to have Reshiram and Zekrom. However, their attempts at doing so are foiled through the arrival of the Shadow Triad, who ultimately kidnap both master and beast to bring them to Ghetsis.
Petrel is later seen in the Kalos-themed chapter of the arc, confronting Looker and Emma after his group's scheme of spying on Team Flare is exposed. While the team of Archer, Ariana, and him at first intimidate Looker, the arrival of well-timed backup forces the three admins into a retreat.
