Phan Hải is the deuteragonist of the Vietnamese crime drama series The Arbitrator, based on the Israeli crime drama series of the same name.
He is the eldest son of Phan Quân and the younger brother of Phan Hương, who is next in line to succeed Phan Quân as the leader of the Phan Thị Group. However, his recklessness and lack of experience makes him a hard case, especially since Lê Thành shows up and claims to be Phan Quân's long-lost son, and proves to be much more competent than Phan Hải could ever have been. Phan Hải thus becomes a rival to Lê Thành, and ironically while Lê Thành develops into more ruthless, Phan Hải develops into more empathetic and able to stand on his own.

Personality[]
Phan Hải's journey is the exact opposite of Lê Thành's. He starts off the series a textbook dumb muscle who tends to get himself into troubles with other gangsters, forcing Phan Quân to bail him out, and an unfaithful husband who constantly cheats on his wife, something that displeases Phan Quân, who values family above all. He believes that he is invincible due to being the son of the most feared crime lord in the underworld and that him becoming the next arbitrator is inevitable.
This all changes when Lê Thành shows up and reveals his heritage, and proves to be an extremely competent leader. Seeing his inheritance right being threatened finally motivates Phan Hải to prove himself, driving him to be a more competent leader. The stress of having many people betraying him and his family has made him seek out other women to relax himself. At the same time, he also becomes more empathetic and a more heroic character, mirroring Lê Thành's descent into villainy.
At the end, Phan Hải decides to renounce his criminal life and only sticks around for the sake of his family, especially his wife Diễm Mi and his son Phan Hưng. However, karma never forgives easily, so he still has to be arrested alongside his family for his crimes. Though it's likely that once he is released, he will rebuild his life as a better person.
Biography[]
Phan Hải is the eldest son of Phan Quân, the leader of the Phan Thị Group. Having been spoiled ever since his childhood, he lacks social skills and believes that he can just force his way to get what he wants. Thus, while he is next in line to becoming Phan Quân's successor of leading the group, Phan Quân questions his leadership skills.
One day, a young man named Lê Thành shows up and claims to be Phan Quân's long-lost son. This starts to cause strifes within Phan Quân's family, as his wife, Hồ Thu, remembers the time where her husband cheated on her. Moreover, Lê Thành's existence poses a threat to Phan Hải's position, since the latter isn't that bright in leadership. Because of this, Hồ Thu plots to assassinate Lê Thành behind Phan Quân's back to secure Phan Hải's inheritance. To make matters worse, "Boss-eyed" Thế, the leader of the Thiên Long Gang and Phan Quân's rival, has recently been released from prison and returns to business. Wanting to prove himself as a capable leader to his father, Phan Hải attempts to fight against the Thiên Long Gang. While initially reckless, he slowly develops into a more competent leader and an empathetic person, just when Lê Thành is becoming more ruthless.
Amidst the tragedies that have recently happened in Lê Thành's life and the chaos within the Phan Thị Group, "Boss-eyed" Thế, leader of the Thiên Long Gang and Phan Quân's business rival, makes his move. He sets up fake ADN test paper to convince Lê Thành that he is his real father. Lê Thành believes this and begins to work for Thế against Phan Thị.
Thanks to Thế's manipulation, Lê Thành shoots Hồ Thu dead and causes the Phan Thị empire to slowly collapse, with Phan Quân being devastated with her death despite trying to keep calm in the birthday of his grandson, Phan Hưng. However, Thế doesn't celebrate for long, as Lê Thành has hidden the gunpowder in his truck of drugs, killing both Thế and "Toothy" Phúc. By this point, Bảo Ngậu reveals himself to be in fact, a police sent to infiltrate the underworld, and leads his comrades to arrest everyone in Phan Thị. The police successfully captures many members of Phan Thị, including Phan Hải himself.
