Phil Bell is a major character in the 2008 video game, Grand Theft Auto IV and an extremely minor character in The Ballad of Gay Tony. He is an associate of the Pegorino Crime Family, and a close friend of Jimmy Pegorino and frenemy Ray Boccino, who also works with former associate, Niko Bellic.
He was portrayed by Frank Bonsangue.
Personality[]
Unlike Ray and Jimmy, Phil is less short-tempered but is still easy enraged by annoying people. He acts loyal to people who respect him and treat him like an "Italian" and not an Irishman. When talking with Niko, Phil seems to be a sort of anti-hero, where he shows appreciation towards Niko and also towards his ex-nephew Frankie Gallo, if he is killed in the mission, "To Live and Die in Alderney", despite them not being blood-related.
Despite having a small Italian heritage, Phil acts extremely mafioso-like with him using a more Italian accent and arguing about how he wishes he was less Irish and more Italian. This could be a way of him trying to fit in, but this is most likely not true as even when it's just him and Niko, he acts exactly the same.

Phil Bell is an elderly Caucasian male, around the height of 5'11, as he is shorter than Ray, Niko and Jimmy. He usually wears a black sweater under a beige linen jacket.
Biography[]
Early life[]
Phil Bell was born on 1967 in Alderney City, Alderney. He was born into an Irish-Italian household with him having a very small Italian heritage. In 1984, Phil was arrested for grand theft auto at the age of 16. He was later arrested in 1988 and 1990 for promoting gambling and manslaughter, where he then joined the Pegorino Crime Family, with him gaining a friendship with Jimmy's wife, Angie (to the point where people think their having an affair) and a secret hatred toward fellow mobster, Ray Boccino. He had also become manager of the construction yards of the Honker's Gentleman's Club in Tudor, Alderney.
Grand Theft Auto IV[]
After Ray is scammed out of the diamonds, Phil is introduced to hitman-for-hire, Niko Bellic and hires him to kill The Lost MC member, Jim Fitzgerald and his associate in retaliation for Johnny Klebitz stealing the money from the deal gone wrong. After this, Phil hires Niko for several jobs including; them robbing the Ancelotti and Faustin Families, attacking some Russians, escaping the cops along with Phil's ex-nephew, Frankie Gallo and even introducing Niko to "The Fixer". Jimmy at one point also contemplates to either kill Phil and Ray, who he thinks one of the latter is a rat, and decides to send Niko to kill Ray.
After Jimmy has a talk with Niko about the Pegorino Family joining The Commission, Niko decides to either get revenge against main antagonist, Dimitri Rascalov and kill him, or accept the job and forgive Dimitri. If the player chooses "Deal", Niko meets up with Phil in which they pick up the money from a heroin deal, with them deciding to steal the money and have a massive shootout at Port Tudor. If the player chooses "Revenge", Phil will call Niko after he kills Dimitri and agrees with Phil that he also didn't trust Rascalov, with him then completely cutting ties with Niko and continues on a new path.
