Dr. Phineus Phibes is the main antagonist of the Scooby-Doo frachise's 10th TV series Shaggy & Scooby-Doo Get A Clue!.

He is an evil scientist who is obsessed with becoming immortal and taking over the world. He serves as the archenemy of Scooby-Doo and Shaggy Rogers.

He was voiced by Jeff Bennett, who also voiced Jacques von Hämsterviel in the Lilo and Stitch franchise, Shocker in The Spectacular Spider-Man, H.A.R.D.A.C. and Scarecrow in Batman: The Animated Series, Bradley Uppercrust III in An Extremely Goofy Movie, the Huntsman in American Dragon: Jake Long, Dick Hardly in The Powerpuff Girls, the Joker in Batman: The Brave and the Bold, Father, Mr. Boss, and Mr. Fizz in Codename: Kids Next Door, Party Pete in Regular Show, Darth Revan in Star Wars: The Old Republic, Mr. Smee in Peter Pan, and Baron Von Steamer in Big Hero 6: The Series.

Phineas Phibes grew up in the border of Texas, Oklahoma, and Arkansas where he had an unhappy childhood of being mocked for his accent and will never be a cowboy.

When he was young he tired to make himself immortal, but he got electrocuted and lost his hand, got his hair changed, and his body changed that allows lightning to strike him any time he ventures outside even on a sunny day that caused him to be traumatized.

Dr. Phibes tried to get the nano tech formula, which grants users super powers, from Albert Shaggleford, Shaggy’s uncle, but was not able to due to Albert went into hiding , and he entrusted to keep the nano tech formula to his nephew and Scooby-Doo in the form of Scooby Snacks.

Shaggy & Scooby-Doo Get A Clue![]

He first appears in the episode, Shag to Riches, where he sends his agents like Agents 1 and 2 to kidnap Shaggy and Scooby-Doo and they’ve got in and captured them and he tells them where is the formula and shaggy gave the formula but unbeknownst to him it was a recipe for hot dog tacos and he tells his minions to lock shaggy and Scooby-Doo in the room to drown them but they escaped and Dr. Trebla, his new assistant, tells him that the formula was for hot dog tacos that he hated, and the big whale swallowed the entire submarine.

In the episode of More Fondue for Scooby-Doo, Dr. Phibes planned to cause an avalanche at Mt. Zeyodelwietzen where the hotel is and during the global warming conference. He plans to use a blimp that is disguised as a cloud to fire a laser to melt the glacier of the mountain. When he learned that Shaggy and Scooby-Doo are there, he order Missy Swiss and Carla to eliminate them. However, his plan failed, the duos managed to stop the avalanche and destroyed the blimp. Also, Missy Swiss and Carla failed to deal with due to the latter always attacking the former to point of wanting to turn herself to the police.

Following the episode of High Society Scooby, Dr. Phibes ordered Agent 1 and 2 to kidnap three world’s leading scientists to gain their technologies at the golf club. However, the agents failed to kidnap them due to Shaggy and Scooby’s effort of stop them as a result, their punishment was to be in a giant hamster cage where there’s a lion wanting to eat them.

In the episode Party Arty, he got intel from Agent 2 through spy cameras around Shaggy’s mansion that Shaggy and Scooby-Doo needed a robot butler to replace Robi for a house party after proving to dangerous to their next door neighbor, who threatened to evict them. He sent in Agent 2 and a dangerous and untested robot called Arty to eliminate them. His plans failed as Shaggy and Scooby-Doo shrink the robot down, and they destroyed those spy cameras.

In the episode Smart House, Dr. Phibes planned to upload a computer virus called Kevin into the National Defense facility to hijack all the weapons around the world, but it failed due to the virus intercepted by Shaggy and Scooby-Doo, and it is uploaded in the mansion. He ordered the techies, Ricky and Mark, to retrieve the virus. The techies managed to get the virus, but they did upload the virus to Phibes’ lair that causes mayhem as payback for not giving them their lunch money.

In the episode Lightning Strike Twice, Phibes set up his lair in outer space. He planed to create a thunderstorm that will engulf the world to make people suffer as he did starting with Shaggy and Scooby. His storm machine was destroyed by Shaggy, Scooby, and Robi with the help of Phibes’ agents, who were easily mistaken them as aliens, when the trio were covered in green pudding, and expressed interest in follow their command.

In the episode Don’t Feed the Animals, Phibes kidnapped a renown scientist that specialized in the rainforest to find a way of getting immortal. He planed to destroy the forest using bulldozer, kidnap wild animals, and steal all the plant to get it. When he learned that Shaggy and Scooby-Doo are there, he sent in poachers, Bruce and Brucey, to eliminate them. His plans failed when Dr. Phibes and the poacher were attacked by marmosets, who ate Scooby Snacks, which granted them superpowers, and Shaggy and Scooby-Doo, released the animals, rescued the scientist, and set the bulldozer to attack Phibes while leaving him trapped.

Following the episode Mystery of the Missing Mystery Solver, Dr. Phibes set up a party for the award of the Mystery Solver of the Millennium by luring several detectives including Shaggy and Scooby-Doo and hosting as the Mystery Man. His plan is to kidnap them all and eliminate them. However his plans were foiled by Shaggy and Scooby-Doo by outsmarting them and proving they are capable detective.

In the episode Chef of Steel, he sent tickets for Shaggy and Scooby-Doo to watch as audience call Chef of Steel and sent in Chef Suki Sukihari to participate the show using the hypnotizing hibachi to get them to reveal the nano tech formula if not, then Suki can eliminate them. His plan failed when Scooby destroy the hibachi using the sound power Scooby Snix as a result the ruthless chef was hypnotized, and the chef gave him a blowing raspberry after Shaggy tells him to, much to his humiliation.

In the episode Almost Ghost, Dr. Phibes created a stealth technology to make Agent 1 and 2 invisible at the blimp , so they can go to one of the top secret agency called Department of Extreme Weaponry to steal the disintegration ray. While the agents are busy infiltrating and getting the weapon, Dr. Phibes is seeing a sheep piloting a Mystery Machine, plane mode, that causes him to think he is crazy. His plans was foiled by Shaggy and Scooby-Doo with the help of fellow Mystery Inc., Velma, Daphne, and Fred, who were investigating ghost at the same building, and his blimp fell down when a chicken bazooka was launched inadvertently by Scooby just he realized he is not crazy when the agents is informing about their defeat.

In the episode Pole to Pole, Dr. Phibes built an EMP device that will shut down the world’s technology except his own, so he can rule the world and be immortal. He sent in Agent 1 and 2 to participate race to reach the finishing line at the North Pole, so the device can activate at the appropriate time. He also made a back up plan in case his agents failed the race by place with Agent 13 secretly placing EMP device in the Mystery Machine. The plan actually succeeded with the dog and the hippie boy winning the race allowing the device to activate and shut down the world’s technology including Robi. Unfortunately for Dr. Phibes, Shaggy and Scooby-Doo, using a super speed Scooby Snack, traveled back in time to warn their past versions of the bomb in their vehicle thus his plan lead to failure. Also, he got the device, which activated, causing him to lose all hair and shock to his body from prank delivery by those present duo.

In the episode Big Trouble, Dr. Phibes built giant robot in the middle of the desert with the intent of linking it so he can be powerful to rule the world, bring immortal, and on a side note devilish handsome. Also, he had techies to invent a giant hamster ball for the purpose of being protected from lightning strike whenever he goes outside. While he and his agents are outside to test the robot, Shaggy and Scooby manage to take control of the robot. Dr. Phibes manage to link himself and take control of the robot before the duos would have take the robot to the Hoover Dam with the intent of destroying the robot. Dr. Phibes, now power mad, almost harmed his agents. However Shaggy and Scooby-Doo stop Phibes and his destroyed the giant robot with the latter using the giant robot power Scooby Snack and getting the Phibes’ robot soaked in water from the dam forcing him to go outside and getting struck by lightning without his hamster ball.

In the episode of Operation Dog and Hippy Boy, Dr. Phibes hired three dangerous supervillains, Cat Lady, Mr. Invisible, and Menace, to eliminate Shaggy and Scooby-Doo for the reward of one million dollars. He also sent in Agent 2 to eliminate them as well. However, Shaggy and Scooby-Doo managed to defeat them by paying Mr. Invisible to leave them alone, fighting against Cat Lady, tricking Agent 2 using their rodent problem against him, and dealing with Menace. Menace, however, managed to acquire a sample of the nano tech formula, which succeed in one of Phibes' goal.

In the episode Shaggy and Scooby World, Dr. Phibes set up his lair under Shaggy and Scooby's amusement park with the intent to endanger the park and the people as well, during the grand opening. Meanwhile, Dr. Phibes had his techies work on the nano tech formula to get the result tested on the agents and Menace. However, the formula backfired on them as it was only safe for animals to use them with the exception to the hair grow power. He sent in Agent 1 and 2 to use the device to make the amusement park go faster. Shaggy and Scooby being aware of the plan manage to stop them. Dr. Phibes, being frustrated with his agents not able to deal with them, demanded the techies for the nano tech formula to turn himself powerful being only for him to be turned into a cat, and Menace, who took the formula earlier got his backfired with permanent happy-go-lucky personality, wanted to pet the cat, much to Phibes' horror.

In the episode Almost Purr-fect, Dr. Phibes still have the effect of turning into a cat along with gaining other cat traits from the last episode. His plan is to go to Shaggy and Scooby's mansion to get the missing key component to complete the nano tech formula with Agent 1 and 2 being sent to disguise as a dog for the annual dog show as a distraction. Although he hates the transformation, it did allow him to get the information on how to access the missing key component of the nano tech formula. Even though, he had many obstacles, he did succeed in acquiring the key item.

In the episode Inside Job, Dr. Phibes managed to created a nano tech formula that is suitable to use for humans. He used the nano tech power to turn himself powerful and handsome. However, the overuse of the nano tech formula may have a harmful side effects, but he doesn't care as long he is handsome. When Dr. Phibes asks Kevin who is the most pretty of them all, he was dismay by the fact that there are couple of people are more good looking than him including Shaggy and Scooby. He plans to host the party to invite the octuplet twins called "The Nifty" and the dog and the hippy boy, so he can send them in the rocket to the sun to make himself the most prettiest person on earth. Dr. Phibes lost his beauty when Shaggy and Scooby managed to remove all the nano tech in Phibes body using a shrinking technology and a Mystery Machine to destroy all the nano bots inside before he could have sent "The Nifty" toward the sun.

In the episode Zoinksman, Dr. Phibes continued using nano tech formula on himself, as a result, he's permanently cured of the condition of that makes him struck by lightning and gained superstrength. He set up the lair on a remote inside the super volcano with the intent of setting explosives to cause a nuclear winter, so the world will give in to his demand. He contacted the general to contact the world leaders to give in to his demands, but the general views this as a bluff and don't take it seriously. Dr. Phibes decided to do it to prove he is a threat, but Agent 2 tried to dissuade him over a his make believe story of the Quitchyhupo, the giant bat that lives in the volcano of the island and said to anger anyone who threaten the island. Before he started to blow up the volcano, Quichyhupo, who is actually a Zoinksman suit that Shaggy tried to use during the mission but cause more harm than good, scared them to the point of running away.

In the episode The Many Faces of Evil, Dr. Phibes created a clone army originally he wanted one that are completely identical, but the techies created one with each of the original's aspect with some being hidden. He did however changed his mind when he saw his evil version. He sent his army to create chaos all over the world so that Shaggy and Scooby-Doo have to travel around to deal with them and the latter having to consume many Scooby Snack. After the duos dealt with them, they became exhausted and Scooby will be temporary immune from using his superpower. Dr. Phibes and his army went to Shaggy's mansion to take eliminated them, but his plans failed with Evil Phibes makes the original version annoyed for being a better evil version, and Shaggy distracted them before Scooby can use his powers again.

In the episode Cruisin' for a Bruisin, Dr. Phibes, having been exhausted with his battle with Shaggy and Scooby Doo and having Agent 2, who proved to cause more harm than good, as the therapist, decided to take a vacation on a cruise, but the dog and the hippy boy are there as well. They made a truce to not attack each other until the vacation is done, but Phibes crossed his finger behind his back and ordered Agent 1 and 2 to eliminate them, so he can enjoy in peace. However, his relaxing vacation was being interupted by Shaggy and Scooby Doo along with his agents failing to deal with them. He decided to sink the cruise ship along with the passenagers, so he ordered his agents to do so and escape together. But, Shaggy and Scooby Doo manage to save the passengers and the ship and resume their vacation.

In the episode There's a Doctor in the House, Dr. Phibes was kicked out by his evil clone for his leadership and his organization, so he ask Shaggy and Scooby-Doo to stay at their mansion, which they reluctantly agreed. Phibes proves to be a terrible roommate, and one of his antics was making several crank calls toward his evil clone, including pizza delivery of eleven-hundred anchovies pizzas. This caused Evil Phibes to use a doomsday weapon, which was originally used by the original as a bluff, to prove he is more evil than the original. Shaggy and Scooby-Doo, who were informed about their mission, asked the original helps to stop the doomsday weapon, and the latter agreed. After evil clone and the doomsday weapon was dealt with, the original regain his position, and his first order was to eliminate Shaggy and Scooby-Doo.

In the episode Super Scary Movie Night, Dr. Phibes sent Agent 1, disguised as the delivery man, to deliver the a DVD to Shaggy and Scooby-Doo with the intent to releasing an army of super agent coming out of the television screen as guinea pigs. However, what the techies made are the horror monsters that coming out instead. He did change his mind seeing that how much harm it could do. He ordered Agent 1 and 2 to go to Shaggy's mansion to pick up the prototype, since the techies only made one, to mass produce those disk to cause chaos to the world. His plan was thwarted by Shaggy and Scooby Doo with the latter using the giant monster transformation Scooby Snack to stop them and they destroyed the prototype.

In the episode Runaway Robi, Dr. Phibes was having a lovely morning, but prefer to keep things evil. He plans to change the camera from the zoo for people to watch a baby panda, which he saw on the newspaper, to watch the naked mole rat instead. But he find his plan not evil. He got a message from Agent 1 about Robi, who runaway after he overheard from Shaggy and Scooby-Doo being a worst robot butler, and he has a new plan to abduct Robi, so he can get all the information of Albert Shaggleford's secrets including his whereabout. After Agent 1 and 2 got Robi, he feigned the latter about wanting his help to be reformed as he intended to using put Robi in the mind switching device, which according to Albert that Robi will not survive the process. Fortunately, Shaggy and Scooby, who were informed about from Albert and got their spy training from Robi, managed to stop Phibes from doing harm and instead get Agent 2 to take Robi place with the result of Phibes' and Agent 2's minds being swaped much to the former's horror.

In the episode Don’t get a Big Head, after his heist was foiled by the dog and the hippy boy, he needed the nano tech formula to get smarter. He manage to get smarter, but he got a bigger head. With his newfound intelligence, his plan to rule the world that would include using a gas that can make anyone dumb by spreading all over the world. His plans was foiled by Shaggy and Scooby-Doo with the latter using the super smart snack to stop the gas from spreading all over the world with Dr. Phibes being exposed to it made him dumb.

In the episode Scooby Dude, Dr. Phibes set a base near his hometown in Tri state of Arkansas, Oklahoma, and Texas with the intent of releasing super breeding animals despite the difficulty made by the techies during the cowboy event to get revenge for being mocked. His plans was foiled by Shaggy and Scooby-Doo by diverting the super bulls towards Dr. Phibes.

In the episode Zoink the Wonder Dog, he created Shaggy's and Scooby-Doo's respective past companions Zoink and Groovy Don robots with the intent of causing tensions between those two, so those robots can eliminate them. However his plans were foiled with Shaggy and Scooby-Doo reconcile with each other and stopping those robots with all those lasers aiming directly towards Dr. Phibes.

In the series finale, Uncle Albert Alert, Dr. Phibes became suspicious that there is an informant among his group. He only told the techies, Agent 1, Agent 2, and Dr. Trebla about that and believes they are not snitches for each own reasons: techies for doing RPG, Agent 1 for being a loyal agent, Agent 2 for being too stupid and Dr. Trebla for being a trusted friend. When Shaggy and Scooby-Doo arrived in Phibes' Headquarter, he ordered Agent 1 and 2 to follow them, so he can find out who is the traitor. During the duos' search for the informant, Dr. Phibes get into some series of bad luck, shock from the massage chair, malfunction coffee machine, and toilets problem along with Agent 1 and 2's bad luck. When Shaggy and Scooby-Doo arrives with bringing lunch for them, Dr. Phibes deduced that the traitor is nearby. Dr. Phibes demanded the duos to reveal the identity of the informat with the latter stating it was Agent 1 and 2 and the techies, and he demanded Dr. Trebla to eliminate them. Dr. Trebla, however, is revealed to be the mole and is actually Dr. Albert Shaggleford after he sealed Dr. Phibes. Dr. Phibes didn't even realized that that it much sooner with Albert using his name backward. He then set the lair to self-destruct and escape promising that he will return more evil than ever, but Shaggy manage to thwart his escape, and Scooby-Doo getting all the agents to out thanks to the hyper-speed Scooby Snack from uncle Albert. Dr. Phibes' fates is unknown as Shaggy and Scooby-Doo are reunited with Albert.
