President Carlos, alongside Consano, is the main antagonist of Lupin III: The Hemingway Papers.
Biography[]
Ten years ago Carlos and Consano were among hundreds of treasure hunters who came to Corcaca Island as partners, becoming leaders of a treasure hunting team and taking control of the island. When the Scorpion Liberation Front was formed three years later, they have slaughtered all but Maria and destroyed their village. The surviving natives were forced to build a village in the north and live quietly. After they have had a fallout over the treasures, the duo have been at war with each other for years.
When Consano is leading an army of 750 men towards his base, President Carlos is notified by one of his men of this pending arrival. When Carlos asks for Lopez, he comes to his superior who asks what the main dish is and tells him that it is "Queen-style ribs cooked in an Indian curry suace". Carlos tells him not to forget about the white miso soup with caviar and corn beef. When Consano and his men arrive 70 miles away from the official residence and take positions to attack, Consano demands Carlos to surrender his authority and leave the island. Carlos refuses, claiming he has the upper hand when it comes to his weapons and troops, thus he must leave the island. When one of Carlos's men fire upon Consano's vehicle, it turns out the windshield was bulletproof.
Consano then reveals that he is ready to fire dozens of missiles at Carlos's army when Carlos stated he was willing to launch nukes. Consano tells Carlos that he has some cards to play and Jigen is his ace of spades. After Jigen disarms the snipers, Carlos decides to play Consano's game by having Goemon Ishikawa cut through the motorbikes. When Goemon does not kill Jigen immediately, Carlos starts ordering him to cut him apart. But both pass out. Consano then greets Marces after the latter arrived via plane to deliver tanks to the former's army, the latter expecting to get the rights to Carlos's art museum.
Later when Carlos was in bed, Goemon infiltrates his fortress crossing paths with Lupin while searching for the box containing the Hemingway Papers. Goemon cutting through several of the artifacts resulted in an alarm getting triggered and Lupin was forced to flee when Carlos sends his soldiers to capture Goemon. Once Goemon was captured, Carlos contemplates giving him life imprisonment or an execution for his betrayal, but then decides it might be wasteful to waste such as useful man while Lupin and Fujiko watch. They manage to steal the box and head to Geneva where the key is. Following the recovery of the box and key from Lupin and Fujiko as well as the murder of Marces, Carlos commences and all out attack when he found out both items were on Consano's person.
Following the attack, President Carlos sends a broadcast of a live debate between him and Consano. Consano declares himself the new president as he holds the chest containing the Hemingway Papers and demands they team up, seeking to procure 90% of the fortune. But Carlos reminds him that he (Carlos) was more powerful in the old days. Carlos instead demands to have 60% with Consano getting 40%. However, Consano points out that they might end up wiping eachother out, yet Carlos states a hundred of his men were killed and 103 of Consano's men dead as well. At this rate, Consano's side is likely to survive. The situation escalates as the argument was continuing with Carlos lamenting that they used to sleep on the streets. After Lopez whispers something to him, Carlos asks Consano if he wants to duke it out in choosing 9:1 and 6:4 by using their powerful cards.
It has been decided to have Goemon and Jigen kill one or another at the Yi Plain construction site at dawn. When the fight is starting, Carlos declares that there will be no draw in the fight. When Jigen loses his grip, Carlos orders Goemon to cut him down. When Carlos and Consano examine the papers, they find that Hemingway himself went on a trip with a friend to seek the treasure of Corcaca Island around the time he served the army during WWI. On the island laid a massive treasure-made palace and Hemingway felt this would be his final trip in his life. The trip on the island involved a forest with no paved road and climbing down a sheer cliff underground. They then descended into a motherly worm, also known as a cave.
When they have reached the palace, the scenery was found to be breathtaking and appropriate for their last trip, but Hemingway's friend passed away on day 4, after the next three days there, Hemingway returned to Idaho to turn his experience into a novel. Following this, Carlos and Consano travel with their armies to seek out the treasure described in the Hemingway Papers which turned out to be underneath the valley of death. Along the way towards the valley, Consano demonstrates excitement for the treasures as the first one to find it will be set for life with Carlos asking if he should be making a promise like that at this point in the story. But Consano tells him it does not cost anything to promise.
When it starts to rain, the southern valley became the valley of death. When Rivera spots Lupin and company, Carlos and Consano's army take action with both leaders watching and giving orders to fire at the four protagonists. Soon after, a flood triggered by the rain claims many lives on both armies, including Carlos and Consano.
