President Maximinius Ravinstill is the overarching antagonist of The Hunger Games franchise. He is the president of Panem who oversaw the implementation of the Hunger Games and the superior of Dr. Gaul.
History[]
President Ravinstill ruled the Capitol since before the Dark Days and the First Rebellion. After crushing the First Rebellion, Ravinstill enacted the Treaty of Treason, which established the Hunger Games and the rules surrounding it. He also opted to continue wearing his pre-war military uniform in public as a show of how he always controlled Panem since even before the rebellion.
Ravinstill continued to rule the Capitol during the time of the 10th Hunger Games, delivering a televised announcement during the Reaping where he recited a portion of the Treaty of Treason.
It is presumed that at some point Ravinstill died and was succeeded as President. It is unknown who his successor was, although eventually Coriolanus Snow would become President after him.

- President Ravinstill's relationship with Felix Ravinstill changes between the original The Ballad of Songbirds and Snakes book and its film adaptation: in the book, Felix is the president's nephew, but in the film, Felix is the president's son.
