President Maximinius Ravinstill is one of the two overarching antagonists (alongside Dr. Gaul) of The Hunger Games franchise. He is the president of Panem who oversaw the implementation of the Hunger Games and the superior of Dr. Gaul.
History[]
President Ravinstill ruled the Capitol since before the Dark Days and the First Rebellion. After crushing the First Rebellion, Ravinstill enacted the Treaty of Treason, which established the Hunger Games and the rules surrounding it. He also opted to continue wearing his pre-war military uniform in public as a show of how he always controlled Panem since even before the rebellion.
Ravinstill continued to rule the Capitol during the time of the 10th Hunger Games, delivering a televised announcement during the Reaping where he recited a portion of the Treaty of Treason.
It is presumed that at some point Ravinstill died and was succeeded as President. It is unknown who his successor was, although eventually Coriolanus Snow would become President after him.
