President Thaddeus Ross is a major antagonist in the Hulk (2021) comic series by Marvel. An alternate version of Thaddeus Ross hailing from the reality designated Earth-122, he used Gamma Bombs to turn the United States into a global empire, with himself as the leader. He utilized the victims of the G-Bombs' fallout, "abominations", for his nefarious goals, and hunted down the man who helped him make it all real, Dr. Bruce Banner.

Thaddeus Ross' backstory is implied to have closely mirrored his prime counterpart's until the day when the Gamma Bomb was tested. In this reality, Bruce Banner didn't become the Hulk, and the test was deemed a success. At some point, Banner married Ross' daughter Betty, while Thaddeus himself became the president of the United States of America. He used G-Bombs to wage war against the entire planet, putting it all under his control. Not everyone affected by gamma radiation died, however; some of them were mutated into "abominations". Ross had Banner banish them into another dimension, but secretly kept some of them for military use.
At some point, gamma radiation-powered technology drove Stark Industries out of business, causing Tony Stark to slip into depression and eventually drink himself to death. Ross also had the X-Men, and presumably other mutants, wiped out under the excuse that they were created by G-Bombs and could pose a threat to America. When Banner went into hiding out of guilt, Ross began to search for him.
Hulk[]
After Bruce Banner brought his Earth-616 counterpart into his reality, the military was able to detect his hiding place. Ross departed there, with Banner's student Peter Parker as a hostage. The military attacked the hideout, but were repelled by the Earth-616 Hulk. Believing him to be Banner-122's creation, Ross contacted him and ordered him to make Hulk quit, or he would kill Peter Parker. When Banner failed to do so, he knocked Parker off the plane, making him transform into a Hulk-like monster and battle Hulk himself.
Having Banner captured, Ross tried to beat information about the Hulk out of him. Ordering his mean to leave and leave the two of them alone, he revealed to him that not all abominations were kept banished. He then released a number of them to fight Hulk after Parker turned back to normal, but they were likewise defeated when Hulk transformed into Titan. To stop him for sure, Thaddeus ordered a gamma bomb strike on the location, not heeding Banner's warnings that this would kill thousands. At this point, Bruce had enough, and grabbed Ross' pistol before shooting him dead. The gamma bombs still released radiation, however, forcing Banners of two realities to work together to vacuum it into another dimension. Ross would presumably be avenged by his soldiers, who broke into the room to apprehend Banner soon after, but Hulk-616 was gone by that point.
Personality[]
Thaddeus Ross is a ruthless leader, keeping the worst of his prime counterpart's characteristics and none of the good ones. Having conquered the world through a violent campaign of destruction, using energy meant to improve people's lives as a weapon, he continued to eliminate those who could threaten his regime. Despite wielding a force unmatched by any past world power, he is ultimately not as brave as he seems to be, only agreeing to be left alone with Bruce Banner because he believes him to be a wimp who won't hurt him. His concern for his nation also turns out to be a sham, as instead of taking responsibility for the deaths of his citizens, he plans to sell the public a false story to absolve himself of the crime.
