Project Janus is created around 1984 in secrecy by Director Edward "Eddie" Richtofen, Project Janus was created as a separate organization disconnected from the rest of Requiem and its work. Using his authorization via infiltration As The Director of Requiem, Richtofen had resources from Requiem's work allocated to Project Janus in secret, including work from Dr. Elizabeth Grey and Dr. Oskar Strauss's departments.
In January 1985, The CIA Safehouse in West Berlin received a communique intended and received by The Office of Requiem containing information regarding Project Janus. In order to persevere the secrecy of his organization, Richtofen requisitioned Klaus from Dr. Grey and sent him to the safe house on January 27th to destroy the communique and terminate the Agents stationed there. On February 2nd, 1985, After The Outbreak in Berlin was contained by The Requiem Strike Team using the resources he sent to the area in advance, Richtofen typed a memo explaining that Project Janus could proceed now that Aleksandra Valentina is no longer a threat and Klaus had completed his mission, adding that Samantha Maxis now has powers are now growing.
In May, Project Janus began setting up a base facility of operations in the town of Liberty Falls, West Virginia after ten weeks of preparation. Using the cover story of a leak at the Nuclear Power Reactor Plant, Project Janus had the town's inhabitants, and its people temporarily relocated while they used front companies to discreetly ship supplies into the town to construct their underground complex installations.
However, an influx of new Employees, Staff, Mercenaries, Security and Armed Forces was hired by Project Janus, as detailed in a reported received by Richtofen on June 1st, 1985. On June 4th, 1985, After Requiem Strike Team successfully captured The Forsaken and Maxis had sealed herself in The Dark Aether to defeat him after defeating The Omega Group, Richtofen had the entity sent to Project Janus' facility in Liberty Falls.
On June 11th, Richtofen typed a memo explaining that The Forsaken is contained in Peck's Machine and Maxis is no longer an issue for Project Janus and announced Requiem's Dissolvement before ordering Requiem Members unaffiliated with Project Janus to be detained, including Weaver, Grey, Strauss and Carver who were imprisoned at Blacksite 13, Terminus Island alongside with The Requiem Strike Team and their Pilot Stoney "Raptor One" Maddox. Richtofen then grabbed his briefcase from his desk and left his office.
