Lord Pulcinella, also known as The Rooster and the Fifth of the Eleven Fatui Harbingers, is a minor antagonist in the 2020 action role-playing fantasy video game Genshin Impact.
Pulcinella was the Fifth of the Eleven Fatui Harbingers, a group of influential and powerful individuals who acted as the chief lieutenants of the Tsaritsa of Snezhnaya. Codenamed "The Rooster," he was a mysterious old man who served as a Mayor in Snezhnaya.
Pulcinella is voiced by Xiaobing Wang in Chinese, by Dave B. Mitchell in English, and by Chō in Japanese. Mitchell has also voiced Gerard Valkyrie in Bleach. Chō has also voiced Bonolenov Ndongo in Hunter x Hunter and Jaken in Inuyasha.
Synopsis[]
Pulcinella a.k.a. "The Rooster" was the Fifth of the Fatui Harbingers, a group of powerful men and women who commanded the Fatui. The Fatui were a military faction who governed over the nation Snezhnaya and followed the Cryo Archon, the Tsaritsa of Snezhnaya, in her quest to overthrow the Gods of Celestia. Pulcinella was the Mayor of a settlement in Snezhnaya.

Pulcinella later learned that a Snezhnayan child named Ajax from a fishing village called Morepesok had defeated a group of Fatuus who had been sent to conscript him. Despite his humble origins, Ajax had become a sort of nexus for conflict, drawing in fights and squabbles all around him and defeating all his opponents soundly. Taking interest in the youth, the Rooster personally inducted Ajax into the Fatui and began nurturing him. After rising through the ranks of the Fatui and reaching adulthood, Ajax was made the Eleventh of the Fatui Harbinger and was given the name "Tartaglia" and the codename "Childe."
Pulcinella maintained a close, almost familial, relationship with Tartaglia. He became acquainted with Childe's family, and even promised to look out for them whenever the junior Harbinger was abroad on business. The underlying reasoning behind his kindness was control, as he believed having a tight hold of Tartaglia's family would allow him to better control the volatile Harbinger, though Childe was too good natured to detect the Rooster's ulterior motive. True to his word, Pulcinella looked after Childe's family when he was away. He gave sweets and other gifts to Tartaglia's younger siblings, earning their affection.

The Rooster, alongside the other Harbingers, later gathered in a cathedral in Snezhnaya for the funeral of La Signora, the Eighth Fatui Harbinger, who had been executed by the Electro Archon Beelzebul during a failed Fatui plot in the nation of Inazuma. Pulcinella began a eulogy and revealed the intention for work to halt across the nation for a mourning period of half a day. Pantalone, the Ninth Harbinger, pointed out that half a day seemed insignificant. The Harbingers continued to squabble among themselves until Pierro, the Director of the Fatui, proceeded to silence them and make a speech in Signora's memory as her coffin was encased in ice.
Sometime after Signora's death, a subordinate of hers named Viktor was placed under Pulcinella's command. The Rooster immediately assigned Viktor to a post in Sumeru City, the main settlement of the Nation of Wisdom Sumeru. A new branch of Northland Bank, a series of Snezhnayan banks overseen by Pantalone, was opening in the city, and so Viktor was assigned the task of assisting Vsevolod, another Fatui agent stationed in Sumeru, with coordinating the logistics of the branch's launch.

- Political Influence: As one of the Eleven Fatui Harbingers, Pulcinella was invested with nigh-unlimited executive authority by the Tsaritsa of Snezhnaya. With the political and economical power invested in him, the Rooster could call upon almost any resource in furtherance of the goal of the Fatui. He could command the authority of any Fatuus who weren't themselves Harbingers, and presumably wielded unquestionable authority in Snezhnaya. Additionally, his official position as a Snezhnayan diplomat meant that he couldn't be prosecuted in foreign nations without significant political tension being caused.

- Delusion: A Delusion was a device similar in nature to a Vision, allowing its user to channel elemental energy. Unlike a Vision, however, Delusions weren't bequeathed onto mortals by the Gods of Celestia but instead manufactured by the hands of mortals. Created by the Fatui to aid them in their goals, Delusions were personally granted by the Tsaritsa to her loyal subjects; few outside the Eleven Fatui Harbingers were privileged enough to receive a Delusion. Although more powerful than Visions, Delusions were more volatile and gradually drained the lifeforce of its wielder.

- Like the other Fatui Harbingers, Pulcinella's name and alias were derived from a stock character in commedia dell'arte, a form of traditional Italian pantomime theater characterized by its masked characters and representation of fixed social types. In commedia dell'arte, Pulcinella was an opportunistic humpback with the desire to increase his position in the social hierarchy.
- The Rooster was the first Snezhnaya-based character to be revealed, as he was featured in the "Teyvat Chapter Storyline Preview: Travail" video (which was released on the same day as Genshin Impact) that showcased an upcoming character from each of the upcoming explorable nations.
