Queen Beruthiel of Umbar from Tolkien's legendarium was a treacherous, tyrannical Queen amongst the Men of Gondor in the Third Age of Sun.
Origin
Queen Beruthiel was from the Havens of Umbar, in Near Harad, not far from Gondor. She was obviously a spy sent by the Haradrim. She was a cruel Queen and she was "loveless" and hated the Sea - Men of Gondor were great sailors; so a love of the sea was considered a virtue in their culture and anyone who disliked the sea yet sought to rule Gondor was very suspicious to them. Thus, they began suspecting Queen Beruthiel to be sent by the Enemy to find their weaknesses.
Abusive Marriage to King Tarannon
Queen Beruthiel was a known misandrist, as she hated her husband, the King Tarannon, and left him childless and heirless. This must have been devastating for an otherwise noble king of Gondor.
Beruthiel, meanwhile, set up a spy ring in Gondor; chief of her spies were the Cats she used - nine of them, one white, the others black. She hated her own Cats, and would abuse them. However, she was an odd woman for despite her cruelty to her animals, Cats nonetheless flocked to her.
Exile
Eventually, the King had had enough of her and sent her and her Cats on a ship which sailed down to Umbar. A fitting punishment for a woman who loathed the sea; he sent her adrift on it. It was suspected she either perished, or, more likely; she made her way back to Umbar and reignited hostilities between the Haradrim and the Men of Gondor.
