Rafe is the main antagonist of the Scooby-Doo story Shaggy's Showdown.
He is voiced by Gary Cole who also voiced Mayor Fred Jones, Sr. in Scooby-Doo Mystery Incorporated and Shot from Batman: Under the Red Hood.

He is an overweight middle aged man who wears cowboy clothes.
Personality[]
He seems like a kind person, but he is actually greedy after Velma reveals that Dapper Jack was actually a kind individual.
History[]
Rafe is first seen when everyone runs from Shaggy due to thinking he’s the ghost of Dapper Jack holding his shotgun. Soon he recognizes Shaggy as Norville. Afterwards he takes him to meet Tawny. Later on, he says that Dapper Jack was a very serious outlaw and that he’s a tourist attraction. Soon he angers Velma with his font on his website and shows the gang a book about Dapper Jack.
The next morning, he tells the chef to divide the recipe as there are hardly any tourists. Soon he sees Shaggy and Scooby eat a lot and tells the chef to multiply.
After the concert of Buddy G, he has shaggy ride the Widowmaker. After some time, he tells Tawny that he has no idea why some cows stampeded. Soon after he rounds them back up, Velma reveals that the story of Dapper Jack is that he was actually friendly. Soon Rafe is exposed. After that, Rafe is soon captured in a lasso but manages to escape, but not before revealing he made a deal with black rattler management to make a resort centered around Dapper Jack. Soon he runs off and uses a stagecoach but Shaggy, Scooby and Buddy G chase after him but he soon tries to shoot at Shaggy but after Buddy G dislodges the horses from his stolen stagecoach, he crashes and faints and after he is defeated, the police arrest him.
