Ragi is a water human who joined Ryuuwon and the Jaryuu Clan in order to find the Water Crystal to restore his home city the Water Metropolis. He was also apprentice of the Water Metropolis's sorcerer and eder Magi and the initial enemy later turned ally of the Boukengers. He was also former partner of the Wicked Dragon Naga, but later betrayed his villainous comrade and helped Boukengers defeat Naga. Ragi serves as the secondary antagonist, later turned anti-heroic supporting protagonist in episodes 15 and 16 of GoGo Sentai Boukenger.
He is played by Takeru Shibaki, who previously portrayed Kai Samezu/GaoBlue in Hyakujuu Sentai Gaoranger.
Biography[]
Ragi was originally a human of the Water Metropolis, an underwater civilization which fell into ruin after their sacred Water Crystal shattered. Learning of a prophecy that the Water Crystal would reappear at a specific point on a map, Ragi's father was among the water humans who ventured out to search for the Water Crystal, but never returned. Ragi kept his father's broken Proof of Water (a gem worn by those inside the Water Metropolis) and intended to carry on where his father left off, but the elder of the Water Metropolis, Magi, did not want anyone else to perish while looking for it and forbade Ragi from leaving the Water Metropolis. Ragi however did not listen and went off to look for the map to the Water Crystal on his own. He was eventually found by Ryuuwon, the Creator King of the Jaryuu Clan, who offered to help Ragi look for the Water Crystal. Ragi agreed and underwent a procedure to become a Wicked Dragon but, as part of the ritual, Ragi had to forfeit his Proof of Water gem, preventing him from setting foot inside the Water Metropolis again.
Receiving assistance from Wicked Dragon Naga, Ragi was able to steal the map but the two were confronted by the Boukengers. During the ensuing fight, Satoru Akai, the BoukenRed tore off a piece of the map needed to decipher the exact location of the Water Crystal, causing Naga and Ragi to attack the city in order to lure out the Boukengers so they could make an attempt to steal it. Naga threatened to level the city unless the torn off piece of the map was given to them, but with some quick and clever thinking, the Boukengers were able to temporarily incapacitate Naga while Ragi and Chief, the BoukenRed fought over the last piece of the map.
However, during Ragi and BoukenRed's confrontation, Magi intervened and destroyed the piece of the map. Ragi returned and sadly informed him that the final piece had been destroyed, leading Ryuuwon to order Ragi's execution for his failure. Naga attempted to kill Ragi, but Ragi was saved by BoukenRed. Having memorized the final piece of the map before it was destroyed, Satoru agreed to help Ragi locate the Water Crystal after learning of his true motivations. However, Ryuuwon and Naga became aware of this and followed Ragi in order to obtain the Water Crystal for themselves. While the Boukengers dealt with Naga, Ragi was able to obtain the Water Crystal from inside a volcano. He then returned with Satoru to the site of the Water Metropolis and used the Water Crystal to restore it, happy to see it brought back even if he could no longer enter it. However, Satoru then revealed that he had had his father's Proof of Water repaired and gave it to Ragi, allowing him to use it to enter the Water Metropolis.
Personality[]
Initially, Ragi was a selfless, desperate, noble, and kind-hearted young man, who loved his hometown Water Metropolis and was good friends to the sorcerer and elder Magi. Ragi genuinely loved his family and cared about Water Metropolis. However, death of his father and destruction of his hometown greatly affected him, making Ragi become desperate in saving the Metropolis and he became far more desperate, selfish, tragic and arrogant and was willing to do anything to save his city, even if it meaned to pledge loyalty and serve the evil, tyrannical and ruthless Ryuuwon, who was devoid if compassion towards everyone and lusted only for power. Initially Ryuuwon showed apparent kindness to Ragi, granting him superpowers and promising to help him in restoring his hometown by finding the Water Crystal, but later Ryuuwon subverted his care for Ragi and only used him as a pawn in his plans of obtaining the Water Crystal for himself.
As a wicked dragon, Ragi became far more arrogant, ruthless and selfish and was willing to work together with the ruthless, evil and depraved Naga, who was willing to kill innocent citizens of Tokyo in order to obtain the map from Boukengers, and find the Water Crystal for Ryuuwon. Ragi also showed great loyalty to Ryuuwon, showing gratitude to his master for saving his life, but not realizing about Ryuuwon's evil nature and devious schemes. Ragi didn't approve Ryuuwon's and Naga's atrocities of harming the people, nor he sympathized the villains, but he was still forced to work together with them in order to save his hometown Water Metropolis by finding the Water Crystal. Only after Chief intervened and revealed to Ragi the truth about Ryuuwon's evil plans and after Ryuuwon wounded Ragi for turning against him, Ragi realized how much Ryuuwon was heinous, ruthless and abhorrent tyrant, who couldn't be trusted. Also, Ragi again listened to his old mentor and friend Magi and Magi showed kindness to Ragi, opening his eyes and revealing the truth about the hope of Ragi's redemption and salvation. After this Ragi finally betrayed Ryuuwon and helped Chief and Boukengers defeat his former master and save the Water Crystal to not allow it to fall into Ryuuwon's hands.
After having a change of heart, Ragi again became noble, kind-hearted and gentle individual who was willing to help Boukengers and help them save the world, albeit he initially showed distrust to Akashi and was reluctant into joining him. Akashi's kindness and the kindness and wisdom of Magi was the factor that led Ragi to his redemtion and made the young water human to turn good again.

- Superhuman Strength: Ragi posses a great deal of strength, even when wounded he is still powerful enough to take out an army of Dragonoid Jaryuu Soldiers.

- Heat Resistance: Being powered up by Ryuuwon, Ragi possesses scales that can withstand massive heat temptress, as shown in the Episode "Water Crystal".
