Biography[]
Ramon Salazar, a notorious drug lord, runs the Salazar drug ring alongside his brother Hector in Mexico. At some point, Jack Bauer of the Counter-Terrorism Unit (CTU) infiltrated his cartel and sent Ramon away to prison for his crimes. However, Ramon was unaware that Jack was actually working with Hector as part of an elaborate sting operation orchestrated by him, Gael Ortega, and Tony Almeida to gain the trust of the Salazar crime syndicate and prevent the sale of a dangerous biological weapon called the Cordilla virus. While Jack's objective was to infiltrate the cartel to prevent the sale, Hector wanted to use the weapon to blackmail the country so Ramon could be released. However, this threat was ultimately revealed to be a ruse.
During his time in prison, Ramon was interrogated to reveal the names of his criminal associates in exchange for a reduced sentence. However, Ramon killed his lawyer and then arranged for the murder of the prison warden.
Under the pretense of the government sending Jack in to avert Hector's threat, Jack broke Ramon out of prison and staged a riot so the two could escape to Mexico. Ramon was hesitant in trusting Jack but ultimately agreed to cooperate with him after learning they could sell the weapon for over a million dollars. They became involved in a bidding war against Nina Myers for the virus, with Michael Amador acting as an intermediary and the auctioneer. Ramon killed his own brother over the sale when he decided to back out at the last minute.
The sale ultimately went awry and turned disastrous once Ramon decided to betray Jack, resulting in a massive shootout. Salazar attempted to escape with what he believed to be the virus, only for it to be revealed as a fake. Unbeknownst to all parties, Amador played them all and had already sold the Cordilla virus to another client, who wanted to release it across the United States of America. Ramon sustained grave injuries in the gunfight and died in a massive explosion when the fake virus exploded in his hands.
