Raymond Sullivan is the secondary antagonist in the 2010 video game Dead Rising 2, the second installement of the Dead Rising franchise.
He is a security officer who watches over the safe house in Fortune City, but is later revealed to be an undercover Phenotrans agent who was responsible for both the Fortune City outbreak and the framing of Chuck Greene in kickstarting it. It's believed he also had ties to the outbreak in Las Vegas.
He was voiced by Phil Hayes.
Biography[]
Sullivan works as a security guard in Fortune City. He provides a bunker for all the survivors. When Chuck Greene tries to get in, he refuses to allow him since he is worried that his daughter, Katey, will turn into a zombie and turns the others as well. However, Sullivan reluctantly allows them in when Chuck convinces him that he has the Zombrex to help her. When Chuck is framed for the outbreak, Sullivan does not believe in his innocence, but nevertheless allows him to round up survivors.
Near the end, Sullivan murders Rebecca Chang, a reporter investigating the outbreak. This reveals he was working for Phenotrans all along. He then tries to kill Chuck, Katey, and Stacey as well, but fails. After Chuck manages to fight him off, he takes all the evidence implicating Phenotrans and attempts to escape Fortune City via skyhook extraction. Chuck confronts him just as he is about to escape via an AC-130. Sullivan rants about his motivations for doing this: Phenotrans needs zombies to harvest the queens required to produce the anti-infection drug Zombrex, with the companies top brass coming up with the plan to intentionally infect major cities with the zombie parasite to corral them for Zombrex production, intended to save the lives of VIP´s (doctors, politicians, CEO´s, celebrities, etc.) for the survival of their country. Upon learning this, Chuck angrily shouts at Sullivan, rightfully telling him that his actions are wrong, as Sullivan foolishly proclaims that his actions are justified when they’re not. Chuck surmises that Sullivan's employers are responsible for the deaths in Las Vegas, including his wife, causing him to attack Sullivan in a fit of rage.
A boss fight ensues, which is a mix of shooting (Sullivan is armed with an incredibly accurate and powerful pistol) and hand-to-hand combat (Sullivan is highly adept at fisticuffs despite his age). Eventually, in the middle of their struggle, a round from the AC-130 hits the platform Sullivan and Chuck are standing on, knocking Chuck down and giving Sullivan a chance to signal the AC-130. Just as Sullivan is grabbed by the skyhook, he taunts Chuck, foolishly proclaiming he’s the good guy not Chuck, but Chuck outsmarts him as he attaches Sullivan's waist to a railing with Sullivan's own handcuffs, causing the extraction to tear him in half. Finally putting an end to his pathetic life, false beliefs, and hypocritical actions, as well as avenging both Rebecca Chang and Chuck's wife Pam Greene.
Personality[]
Sullivan is delusional, manipulative and intelligent. fully believing that all of his actions are justified and that Phenotrans are the good guys, despite that clearly not being the case which Chuck rightfully calls him out for. He shows his manipulative side by posing as a friendly, if not incompetent security guard throughout the entire game, only to reveal he is a Phenotrans agent at the end of the game and kills Rebecca Chang with a headshot before escaping with the evidence that could clear Chuck's name. Sullivan also shows his intelligent side as it is revealed he is the one that planned the entire Fortune City outbreak and used everyone around him as pawns in his plan, plus it is implied he was the one that masterminded the Las Vegas outbreak at the end of the game and despite dying, managed to make a posthumous recovery by getting the evidence out of Chuck's reach, forcing him and Frank West to endanger their lives in Dead Rising 2: Case West to find new evidence to clear Chuck's name.

- The "Road to Fortune" comic series revealed that Harjit Singh was the one who lead the Las Vegas outbreak, meaning that Raymond was either not involved, or was a lower ranking member at the time.
