The Restaurant Shooter is an antagonist in the Dexter episode "Those Kinds of Things".
The unnamed restaurant shooter used to work as a waiter at a restaurant until he was fired for unknown reasons, possibly anger issues due to his drastic response to being fired.
When Debra Morgan and Joey Quinn arrived at the same restaurant to eat, where Joey planned on proposing to Debra. Joey however was extremely nervous about doing so, making him go to the bathroom to practice. As Debra waited, the former waiter arrives wielding two pistols and wearing a Kevlar vest under his shirt.
After murdering the manager, Debra orders everyone to get down to avoid being shot and then shoots back at the man, hitting him a few times in the chest to no avail thanks to his protection. While shooting at Debra he kills another patron, distracting him long enough for Debra to shoot him in the knee and arrest him, all while being recorded which is put on the internet to make her famous and earn herself the rank of lieutenant.
The shooter was then imprisoned for his murders, most likely for life, if not getting the death penalty.
