Deputy Rick Waters is the overarching antagonist of the Criminal Minds: Evolution episode "Kingdom of the Blind". Waters is a dirty cop guilty of the brutality against his daughter Jade Waters at Stuart House, in the interest of silencing her testimony against his crimes.
He's portrayed by Bob Stephenson.
Biography[]
Waters killed Jade's mother and buried her in an isolated field. He also had a history of police brutality his department covered up. Waters sent Jade to a reform school called Stuart House, where she was raped and tortured under the indoctrination of cult leader Frank Church. She later became one of his mercenaries in the "Gold Star Killers" group, Jade specifically bludgeoning Waters' colleagues and stealing their badges. She found Waters at a bar and tried to slash his tires, but he saw her coming and abducted her at gunpoint. He took Jade out to the field where her mother was buried, and in a struggle, she shot him with his own gun. Jade then gouged Waters' eyes out with her homemade tattoo needle.
