Rio Tsukatsuki is a major antagonist turned supporting character in the 2021 roleplay RPG game Blue Archive, serving as the main antagonist of the Second Volume of the Main Story, the Clockwork Flower Pavane. She is the president of Seminar, the student council of Millennium Science School. She describes herself as one who chases the stars in hopes of solving the Millennium Problem, a set of seven problems asked since the beginning of Millennium that has yet to be solved. She received the title "Big Sister" due to her tendency of controlling information.

Personality[]

Rio's character can be described as an utilitarian, willing to sacrifice one for the many if it's deemed as the most rational choice possible. She often brings out the trolley problem, a well-known problem about a person in control of a lever that can lead a trolley to two different paths, one with a singular person on the rails and the other with multiple. For Rio, the most rational answer is sacrificing one to save multiple, disregarding any other possible choices.

Rio is also considered as an extremist towards her beliefs, forcing anyone to follow what she believes to be the correct path and fighting against anyone who disagrees with her as she deems them to only be a thorn on her plans. The most apparent example is her rivalry with Himari Akeboshi, the ex-president of Veritas, a club of hackers. Himari knows Rio's plans always end up leaving behind a terrible mess. The most recent occasions were no different, and Himari is always responsible of picking up her mess. However, despite ignoring people's opinions about her, such as claiming her to be a heartless villain, Rio wishes for others to understand the truth behind her doings.

One of her biggest flaws is her self-righteousness, thinking what's she's doing is the most rational solution and therefore the most correct solution, disregarding other people's opinions or aid and forcing them to follow her path. However, despite her cold and forceful personality, she actually has a kind heart although she can't express it properly, and it ends up causing problems for others. She spends most of her time researching about the Nameless Priests, a mysterious faction that is supposedly going to bring upon the destruction of not only Millennium, but also Kivotos, and her hypothesis of this was proven when Aris Tendou, a member of the Game Development Department (GDD for short), was actually the "Princess of the Nameless Priests." Rio's thoughts were focused on preventing Kivotos' demise, but her executions on preventing said demise ended up backfiring. When she realized her mistakes, she was willing to sacrifice herself in order to attempt to save everyone, bringing up the trolley problem again, but it was deemed unnecessary.

Despite her already bad reputation, she was still willing to help although from afar regardless of the bad mouthing she received from others, especially from Himari who kept rambling on all her heartless wrongdoings and the problems she had made. She also shows to have an obsession towards outdated designs as she focuses more on strength and power more than aesthetics, which is most apparent by one of her creations, "Mister Avant-Garde."

Biography[]

While discussing Arisu's identity with Himari Akeboshi, the mood suddenly turns sour, as she describes Arisu as an Opatz worshipped by nameless priests, a "princess of the nameless gods" who has only been written about, and a potential weapon of destruction for Kivotos, but whom Himari sees as a cute junior.

The temporary alliance with Himari to investigate Arisu is immediately broken. AMAS, the robot army directly under Seminar, is mobilized to arrest Himari, but Rio's office and all the robots are hacked, and Himari tries to escape, only to be stopped by the fifth member of C&C, who Rio had prepared as a hidden card.

After contacting the Division, they come to Arisu, who has gone on a rampage, and reveal that Arisu's identity is "Opatsu, who was chosen by the nameless priests who serve the <Nameless God> on Kibotos in the distant past, and her name is <Princess of the Nameless Gods: AL-1S>. The game development department claims that she is a demon who has come to destroy this world.

Leo apologizes for the fact that Divi:SION, which was being blocked by C&C and AMAS, escaped and entered the Millennium due to his unwittingness, but he uses this accident as evidence that Arisu came into contact with the mysterious army Divi:SION and went on a rampage, and the existence of Arisu, which was only a hypothesis, brought Divi: SION's army, and that a mere fraction of a broken object could cause this much damage if it were to lead an entire army in a normal state, potentially bringing about the end of Kibotos, the teacher insists that Arisu's halo must be destroyed in order to stop this threat and declares that Arisu is a being that can no longer be ignored, asking how a non-student could have a halo, saying that a machine with a halo that is not a student is like an AI that has gone mad. The teacher, who considers Arisu a student, sternly warns him that he will not be forgiven for crossing the line, but Rio has already made plans to use AMAS to cut off outside help and send Nehru to take Arisu away and remove her from safety. He's never been a fan of requests, but when Nehru refuses to accept a request to kidnap a fellow student, a girl he knows nothing about, he unleashes Toki's Mode-2 as a last-ditch effort to subdue Nehru.

When the teacher says that he can't give Arisu away yet, Rio argues that he should have been the one to take the lead in this situation, that a non-living robot is not a responsible student, and that if he feels that way, it's just the Eliza effect, and if he had to weigh that against the lives of all the students at Kibotos, it's clear what he would choose, and that if he couldn't do it, she would destroy Halo, she then hacks into Arisu's light sword and shuts it down in front of Midori, who points out that Arisu is a warrior, not a machine.

Eventually convinced that she is the demon responsible for Momoi's injuries and no longer wishing to hurt anyone around her, Arisu decides that she should disappear from the world and follows Rio, who takes her away with a note that she will apologize for her actions after all is said and done.

Afterward, he disappears again, and an investigation reveals that he has been embezzling money from the budget without the knowledge of Yuuka, Noah, and the rest of the seminar members to build Eridu, a fortified city to prepare for future threats. While Noah is convinced that she's a person who doesn't hesitate to do what she thinks is right, Yuuka doesn't see it that way and cooperates with the Arisu rescue forces, including her teacher, by providing them with information.

Meanwhile, she reconnects with Himari, the woman she ambushed and imprisoned. She reveals that she was aware that she had been gossiping about her, but that she was the only one in this millennium, and indeed in Kibotos, who could make such accusations, and that she expected Himari to understand what she was trying to do. However, she points out that Himari, who had concluded that Arisu was a "cute junior," could not possibly approve of the decision to destroy Halo, and that Himari was only trying to protect Kibotos by kidnapping the girl and imprisoning her in the city to destroy it. Rio herself acknowledged this, and even predicted that there was more than a 99.9999% chance that Sensei would come to retrieve Arisu, especially with the power of the Millennium Peak, C&C, turned against them. Still, she made it clear that she had no intention of backing down from her plan, and Toki informed her of a report from Eridu's surveillance.

Later, while C&C are dealing with Toki, Sensei's group infiltrates Eridu, but Rio has already predicted that Sensei will act independently of Nehru to keep Toki in check, and has planned to split Nehru and Sensei's group beforehand. After Veritas' remote support is blocked, Rio tells Sensei that he knows about the trolley dilemma and that he's willing to accept the responsibility if someone else has to make that choice, but when Momoi scolds him, "That's none of my business! Your scenario is small and insignificant compared to my game scenario! I just want my friend back!", he calls in his secret weapon avant-garde army. But when Sister Saiba tells him that the design is bad, he grumbles that looks don't matter.

Despite their appearance, the avant-garde forces are powerful and almost collapse the offensive of the Engineer Department and Game Development Department under Sensei's command, but Ami rescues Himari to eat the pudding first if it's too late, and Chihiro, the hidden card that Himari had been hiding, returns, and after hearing about Arisu, works with Sumire to steal the mirror from the repossession house to slow down the avant-garde forces and bring back support. Rio, who has everything under control, begins to fight back when he is counter-attacked by the people he has placed outside of his control.

With the Avant-Garde forces defeated, the next move is to equip Toki with the Abi Eshu, a weapon designed to deal with the Nameless Princess of the Gods. Eridu's all-computer power succeeds in wounding Nehru, but the Abi Eshu's absolute level of defensive performance is undermined by the fact that it relies on computation to defend and evade at the same time, allowing Nehru to overpower Toki.

After exhausting all his defenses, Rio declares his surrender and tries to make excuses for his actions, but is left speechless by his teacher's point that he judged and concluded everything by himself without consulting anyone else, and forced others to believe that he was right. Leaving Rio behind, the Game Development Department attempts to retrieve Arisu, but suddenly the Division system is activated, and KEY is activated through Arisu's body, AL-1S, and KEY takes control of Eridu's entire system and begins to activate Protocol ATHRAHASIS, and is greatly panicked when Divisions begin to appear from all over Eridu to assist in the process.

Realizing that the Eridu he built to avert the apocalypse was actually the trigger that brought it on, he decides to shut down the system, risking his own life to save everyone, but Sensei asks him if he remembers the trolley dilemma that Rio mentioned earlier, always looking for the path with the fewest casualties, and he denies that it's even a dilemma, declaring that they'll work together to find a way to save everyone, Yuuka and Noah's timely disruption of all power causes the Ark's systems to freeze on the verge of completion, while the Avant-Garde forces, who had been defeated by the efforts of the Ministry of Engineering and Veritas, are able to rebuild the Mk. IIs, which are reprogrammed to crush the Division's forces on Eridu, while Amy and C&C buy time by sealing off the entrance to the tower. Later, when Sensei takes Himari's advice and chooses to enter Arisu's mind as a way to stop her, Sensei is opposed to the idea of invading her mind due to the risk of no return if it is done incorrectly, but with the support of the Game Development Department, he witnesses all of his calculations go awry as Arisu, awakened as a warrior, succeeds in defeating KEY and destroying his personality.

Arisu's rampage was so traumatizing that he left a letter of resignation on his desk with the simple words "I'm sorry," resigning as president and disappearing into thin air. This resignation was unannounced and unbeknownst to the other juniors and seminar members, so even Yuuka, who came to discuss the resignation, was confused, saying, "It's not like you can just apologize and be done with it!" Yuuka is baffled. In the end, Eridu is shut down by Himari instead.
