Dr. Dilbert Dinkle, also known as Rip Van Tinkle, is the main antagonist of Dav Pilkey's Super Diaper Baby duology, and one of the two overarching antagonists (alongside Grampa) in the Dog Man franchise.
He is a scientist and bank robber who wants revenge on the world for mistreating him after being transformed into a puddle of walking pee. He is Petey the Cat's former owner and Super Diaper Baby's second arch-nemesis.

Biography[]
At night, Dr. Dilbert Dinkle and Petey the Cat went to rob a bank. To do this, they used an invention called the “Liquidinator 2000”, which can turn things into water, to zap a bank wall. This turned the wall into water, so Dinkle entered the bank through there, with now needing to turn the main vault into water. While Dinkle takes measurements, Petey accidentally zapped the Liquidinator 2000 at him, turning him into a living puddle of water. Dinkle initially got mad at Petey with Petey accidentally breaking the Liquidinator 2000, meaning that Dinkle is stuck as a living puddle of water, but soon, he realized that he now had water-based abilities and physics, so he used them to infiltrate the vault without needing to zap it.
After successfully stealing the money, Dinkle and Petey returned to their lair and Dinkle celebrated. The next day, Dinkle did many successful bank robberies with his new powers, and after returning home, he decided to sleep. As an act of revenge for not paying the water bills, Petey drank him, and the next morning, upon reliving himself, he transformed Dinkle into a puddle of urine.
Dr. Dinkle discovers that he is now composed of urine, much to his dismay, as Petey coins the name "Rip Van Tinkle" and makes jokes at his expense, forcing him to visit numerous locations that kick him out for smelling awful.
The following night, Rip Van Tinkle places Petey in the Robo Kitty 3000, before he evaporates and rains pee on people. The pee drops will soon break into homes in order to take toilets for the Robo Kitty 3000 to destroy. Billy catches one drop, so the Kitty tricks him into believing it will fix the toilet, gives him a juice carton in bed, and then destroys the toilet.
The pee droplets combine to form Rip Van Tinkle, while Petey steals diapers to sell to the people whose toilets were stolen; however, Rip Van Tinkle takes Petey's money, and the cat uses toilet paper to soak him up. And flicked his last urine drop, which landed in the mayor's pool and grew into an enlarged Rip Van Tinkle, whom they found wreaking devastation on the railroad tracks. Rip Van Winkle uses the train as a pair of nunchuks and strikes both of them with it. Rip Van Tinkle defeats the two and destroys the building on top of them.
However, Super Diaper Baby recalls a week ago when he placed his juice box in the freezer and it froze solid, which gave Diaper Dog the idea to press down on the planet. It functions, causing the Earth to move away from the Sun. Rip Van Tinkle freezes, so Diaper Dog and Super Diaper Baby transport him while Super Diaper Baby conceives a plan to cheer up his father.
Billy informs his father, Mr. Hoskins, that there was an icy monster (Rip Van Tinkle) outside and that he is courageous enough to face him. Mr. Hoskins is conversed with by Diaper Dog, who is concealed and impersonating Rip Van Tinkle. The "ice monster" is "scared" by Mr. Hoskins' speech and flees the planet. While someone requests an autograph from Mr. Hoskins, Super Diaper Baby and Diaper Dog take Rip Van Tinkle to Uranus.

- His nickname, Rip Van Tinkle, is based off of the fairy tale character Rip Van Winkle, though because the former is made out of pee, "Tinkle" fits perfectly. It should also be noted that Rip Van Tinkle's real last name, Dinkle, also helps fit the nickname of "Rip Van Tinkle" perfectly.
