Robert Alan “Rob” Miller is a recurring antagonist in Law & Order: Special Victims Unit. He is a successful defense attorney who is secretly a serial rapist, stalker, and murderer. Throughout the series' twentieth season, he is a personal nemesis of SVU Lieutenant Olivia Benson and Assistant District Attorney Peter Stone.
He is portrayed by Titus Welliver, who also portrayed Tom Landricks in an earlier episode of SVU, as well as the Man in Black in Lost, James Savoy in Transformers: Age of Extinction, Jimmy O'Phelan in Sons of Anarchy, Maxwell Burke in Star Trek: Voyager, Felix Blake in Agents of S.H.I.E.L.D., War in Supernatural, the Trask Imperial Captain in The Mandalorian, and Carmine Falcone in Batman: The Long Halloween.
Biography[]
As a child, Miller watched while neighborhood thugs manipulated and stole from his weak-willed father, and then sexually assaulted his sister. Disgusted by his father's cowardice, Miller resolved to take whatever he wanted, at any cost to people who got in his way.
As an adult, he became a high-priced corporate defense lawyer, legendary for his ruthlessness in court. He also learned the dirty secrets of powerful people in the New York City justice system, using them to extort favors. Miller eventually rose to became one of the top ten attorneys in New York.

"Blackout"[]
In March 2019, Miller meets Lieutenant Olivia Benson of the NYPD's Special Victims Unit at a police charity ball. He flirts with her and she is flattered before heading off to the party. Later that night, he rapes defense attorney Nikki Staines and steals her phone because she had been looking into a client he was representing. Miller also asks Benson out on a date, unaware that she has a feeling something is off about him. However, he sees through her ploy and begins to torment her. He is later arrested for raping Staines but vows he will be released.

He is released on bail and the charges against him are dropped, frustrating Benson and Assistant District Attorney Peter Stone, who vow to keep investigating.
Miller later confronts Benson and her son Noah at a café in an attempt to intimidate her. He casually introduces himself to Noah as a friend of his mother's, which makes Benson fearful for her son's safety.
"End Game"[]
Miller intimidates Staines further by killing her dog. He then murders a teenage girl named Lindsay Parker and dumps her naked body in the Hudson River. The Special Victims Unit investigates the murder, knowing immediately that he is responsible after seeing him with his victim's grieving parents, whom he represents. Throughout the investigation, the detectives learn that he killed Lindsay because she saw him at a sex party with underage prostitutes.
As the detectives investigate, he starts stalking and threatening Benson, Noah, and Staines, hoping to intimidate Benson into stopping the murder investigation. His reputation for knowing the secrets of those in power is so strong that SVU cannot find anyone willing to testify against him; there are even some facing criminal charges who would rather take their chances in court than cross him.
Determined to put Miller in prison, Stone mounts a case against him despite having only circumstantial evidence. Ultimately, however, the jury are so appalled by Miller's crimes that they find him guilty of murder and presumably sentence him to life in prison.

- Miller's fear campaigns are inspired by the "Fair Game" attacks employed by Scientology after the rape reports and charges against Danny Masterson.
