Robert Harper is a minor antagonist from the original G.I. Joe series and the main antagonist of the episode "Cobra's Candidate". He is a candidate for mayor who is in league with COBRA.
He was voiced by Michael Bell, who also voiced Xamot and Major Bludd in the series.
History[]
Robert Harper is a political candidate in a mayoral election, running against Whittier Greenway. Cobra hired urban gang members to harass and attack him during his public speeches and appearances in defiance of his campaign, but later during his meeting with Cobra Commander and Tomax & Xamot it is revealed that Cobra is using the gang to sway voters to Harper's side, which is working so far. As Harper is taking the lead in the election, Cobra Commander and the Crimson Twins congratulate him for his soon-to-be election, and explain that he will help ensure the success of Cobra's goals by making them laws and also arrest the gang members once he is mayor. This is discovered by Scarlett and Lady Jaye.
After the gang attacks Harper again during a rally, G.I. Joe arrives. As his plot with Cobra is failing, Harper runs to a Cobra Hydrofoil to escape with Zartan and Firefly, exposing his corruption to the public. He is punched off into the water for his failure and then arrested. In light of Harper's association with Cobra, Greenway won the election by a landslide, with Tomax and Xamot being the only ones who voted for Harper.
