The Robo-Baby is the secondary antagonist of the mini comic in Captain Underpants and the Tyrannical Retaliation of the Turbo Toilet 2000, Super Diaper Baby 2 ½.
It is a robot created by PT Duckhat to get revenge on Super Diaper Baby and his sidekick Diaper Dog.

One day, the infamous Petey the Cat escaped custody and was on the news. The Hoskins Family got the news, which worries them, as Petey is after revenge for Super Diaper Baby and Diaper Dog.
However, two seconds later, a clown named PT Duckhat rang their doorbell, having Bill Hoskins answer it. PT tells him that he needs Super Diper Baby and Diaper Dog for a parade he was making.
At the parade, PT started taking off his disguise. revealing himself to actually be Petey the Cat!!!
Super Diaper Baby and Diaper Dog noticed that Petey was forcing the pedestrians to give him their money, which makes them want to help. However, they were stuck in the parade float's powerful grasp, as their parade float was actually Robo-Baby!!!
Then, Robo-Baby started wrecking havoc as Petey stole all the money from everybody. That's when Chief and Dog Man, who were in the parade as well, worry about what would happen.
Then, Dog Man got an idea and jumped onto the Robo-Baby, and he scratched some fleas out of him into Robo-Baby's diaper.
This makes Robo-Baby start trying to itch itself, until it had had enough and ran away.
Then, Dog Man, Super Diaper Baby, and Diaper Dog put Petey back into custody, until Petey pressed a button that presumably sent Robo-Baby back.
