Rocco is a mad bomber and assassin and one of the two most feared criminals in the world (the other being Papshmir, who appeared in the first ''Naked Gun'' film). Despite having been arrested and imprisoned, Rocco is hired by Papshmir to orchestrate a large terrorist attack to bring the U.S.A. to their knees. When news of this reaches Police Squad, the now retired Lieutenant Frank Drebin is sent into action once again to try and discover the whereabouts of Rocco's next bombing. He visits Rocco in prison while posing as an inmate and gains his trust, and eventually the two of them escape.

Rocco is a mad bomber and assassin and one of the two most feared criminals in the world (the other being Papshmir, who appeared in the first Naked Gun film).
