Rosalind Myers is the overarching antagonist of the Cyberpunk 2077 expansion, Phantom Liberty. She is the president of the New United States of America (NUSA) and the former CEO of Militech.
She is voiced by Kay Bess.

Background[]
A former marine, Rosalind Myers succeeded Donald Lundee as the CEO of Militech following the latter's death, running the megacorp for almost a decade. She was described as a proponent of peace and a distinguished politician who oversaw the NUSA's path to economic recovery, while also noted for being an interventionist and perfectionist. In 2065, after leaving her CEO position, which was filled by Lucas Harford, Myers was elected as the third president of the NUSA. Running for reelection after the completion of her term, she ran a platform proposing increased federal control over the Free States, though most of the Free States opposed the proposition. Following Myer's reelection in 2069, the NUSA and Militech launched the Unification War against the Free States that opposed her program.
By 2070, the NUSA had successfully annexed the majority of the Free States and set their sites on Night City, but were driven back by the intervention of the Arasaka Corporation; During this time, Myers ordered two FIA agents stationed in Night City, Song So Mi and Solomon Reed, to pull out of the city and return to the NUSA. Not wanting the war to escalate into a global conflict with Arasaka, Myers was forced to sign the Arvin Accord with the Free States. While she had failed in her goals of full annexiation, the Accord dictated that the Free States were now to have a more active role in the Union, with the exception of the Republic of Texas, and also recognized Night City as a fully automonous city state.
Cyberpunk 2077[]
By 2077, Myers is serving her third term as president and is considered a divisive figure; she is viewed by some as a corrupt, corporate-backed fascist with imperialistic delusions, while others note that the crime rates in Night City is higher than any city controlled by the NUSA and argue in favor of accepting Myers' rule. At the same time, Myers orders the bombing of Texan airbases and El Paso in retaliation for suicide attacks on NUSA bases in New Mexico and Oklahoma, increasing tentions with the Republic of Texas and the odds of a potential border war between the two parties. Additionally, Myers issues a statement addressing the influx of refugees into NUSA territories from the Netherlands to escape flooding.
