Great Emperor Zero. I am the ruler. My power is infinite.
~ Ruler communicating with Great Emperor Zero.
Great Emperor Zero is immortal! Are you surprised? I, as the Ruler, controlled both Garanda and Geddon.
~ Ruler reveals himself to Amazon.

The Ruler is the true leader of the Garanda Empire and Geddon organization, and the overarching antagonist of Kamen Rider Amazon. He communicates with Great Emperor Zero as a disembodied voice and in his physical form wears silvery white robes that hide his true nature.

He is later revealed to be the real Great Emperor Zero (支配者 (真のゼロ大帝) Shihaisha (Shin no Zero Taitei), with the Zero who served as figurehead of Garanda being nothing more than a body double.

He was voiced by Osamu Saka, who also voiced the G.O.D. General Commander in the previous series Kamen Rider X.

Biography[]

The Ruler was presumably the one who gave Ten-Faced Demon Gorgos the GiGi Armlet and tasked him with obtaining the GaGa Armlet from Amazon.

After Gorgos was defeated by Amazon and Geddon was destroyed, the Ruler directed the Garanda Empire to claim the GaGa Armlet and strike next. He first communicated with Great Emperor Zero after the failure of Diving Beetle Beastmen's "Sea of Flames" operation in Tokyo, telling him to continue with his efforts to take over the world.

After the Garanda Empire's operations were continually thwarted by Amazon, the Ruler spoke with Zero again and suggested he confront Amazon himself.

After Amazon defeats Zero and destroys the Helium Bomb's detonation system, the Ruler makes himself known to the Kamen Rider and reveals himself as the true ruler of both Geddon and Garanda as well as the real Great Emperor Zero, with the Zero Amazon fought before being a body double. After being unmasked he fights Amazon in his throne room before being impaled on his spear and having both his arms cut off. He still refuses to go down quietly, forcing Amazon to use Super Dai Setsudan to behead him, causing him to explode with Garanda's base destroyed in the process.
