Sagume Kishin is the secondary antagonist of the Touhou Project game Legacy of Lunatic Kingdom as well as the Stage 4 boss. She heads the Eagle Ravi Corps and is the Lunarian military commander assigned to oversee the invasion of Gensokyo.

Sagume is the true mastermind behind the events of the game, having manipulated Sumireko Usami in order to get her to use the Lunar Capital Occult Ball, enabling the Lunarians to invade Gensokyo and make preparations to relocate the Lunar Capital there.
Legacy of Lunatic Kingdom[]
With the Lunarians unable to continue living on the Moon due to Junko and Clownpiece's actions, Sagume was placed in charge of effort to purify Gensokyo so the Lunar Capital could be relocated to its location. Together with her subordinates Seiran and Ringo, Sagume made preparations for the relocation only to face opposition from Reimu, Marisa, Sanae and Reisen. After the girls defeated Doremy Sweet and gained passage through the Dream World, allowing them to head to the Moon and confront Sagume. Upon being faced by the girls, Sagume revealed the true reason behind the Lunarians' plan to relocate the Lunar Capital to Gensokyo but, with an alternate solution now presenting itself, opted to fight the girls to see if they were strong enough to defeat Junko. After they defeated her, a satisfied Sagume halted her plan and allowed the girls to proceed on to the Lunar Capital to confront Junko and Clownpiece.
