Samuel "Sam" Phelan is a recurring villain appearing in the first season of the WB television series Smallville.
He was portrayed by Cameron Dye.

Phelan was a dirty detective working for the Metropolis Police Department and occasionally helped rich people perform cover-ups. At the behest of Lionel Luthor, he helped Lex Luthor out of tight spots in the past, namely an altercation at Club Zero in which Jude Royce was shot and killed. Sam made certain that Lex's name didn't appear on any of the reports or newspapers. But Sam's wrongdoings were investigated by Internal Affairs.
Rogue[]
Phelan first appears in "Rogue," where he witnesses Clark Kent use his powers to prevent a bus from crashing into a dog and homeless man sleeping on a bus stop bench. He travels to Smallville and sets a trap for Clark in his barn to catch him using his powers, then he tried to blackmail Clark into helping him with an Internal Affairs investigation. Jonathan Kent met with Phelan and told him to stay away from Clark. Phelan refuses and threatens to expose Clark's secret to the world, prompting an angry response from Jonathan. Later, Phelan cornered Clark on the street and persuades him to accompany him to Metropolis.
The two of them arrive outside an Internal Affairs official's apartment building. Phelan tells Clark to break into the official's vault and retrieve confidential files, promising to never contact Clark again. Clark went into the apartment, ripped out the vault, and dumped it on Phelan's car, then called the police. As the police arrive, Clark hands Phelan his file and super-speeds away. Phelan, however, turned the tables and framed Clark's father for the murder of an informant. When confronted by an angry Clark, he tells Clark he'll drop the charges against Jonathan if Clark helped him one more time.
Later, Phelan picked Clark up, and they went to the Metropolis Museum, unknown that Lex was following them. At the museum, Phelan informs Clark they're there to collect his "retirement package," namely the ten million dollar artifact- the jewel-encrusted breastplate of Alexander the Great. Phelan also planted a fake bomb outside the museum as a distraction.
He has Clark disable the security alarms, and they enter the museum, where Phelan puts the chest plate in a dufflebag but Clark outwits him, throwing it through a window to land at the feet of the guards on the sidewalk. Phelan tried shooting Clark, who dodges the bullets and super-speeds away, leaving Phelan to deal with Lex Luthor and the police. Knowing he was well and truly cornered this time, Phelan opened fire on the police and they responded in kind. Several bullets struck Phelan in the chest fatally wounding him. Lex asked a wounded Phelan to know what happened but he replies "Go to Hell, Luthor" before dying.
