This villain was proposed but was rejected by the community for not being heinous enough or lacks what is necessary to be a Pure Evil villain. Therefore, this villain shall be added to our "Never Again List", where proposed villains rejected by the community shall be placed to prevent future proposals of the same evil-doer. Samuel Deever is the main antagonist of the 1997 video game, Grand Theft Auto.
He is a corrupt Vice City police officer and serial killer who blackmails the protagonist into working for him, similarly to Frank Tenpenny.
He was voiced by Gary Penn, who also played El Burro and Bubby in the same game.
Biography[]
Before the story, Deever has had a record for crimes such as rape, cannibalism, incest, brutal assaults, sexual harassment, and public indecency among many others.
After the protagonist arrives at Vice City, Florida and meets Brother Marcus, they contact former police officer, Samuel Deever who acts as the main boss during the Bent Cop Blues chapter after he blackmails the protagonist for dozens of crimes who also constantly threatens and insults the protagonist while the latter does his jobs for him.
Throughout the chapter, Deever enforces the player to battle and wipe out the Brethren (Brotherhood of Jah Army of Love). The protagonist continues to do these crimes and gang wars in order to stop Deever from blackmailing him. Eventually, the protagonist realizes Samuel's several crimes against his family and the many people he killed, while the protagonist is forced to kill El Burro. If the player gets enough points Samuel will contact the player while yelling at him not to double-cross him.
During, Deever's last job, the protagonist must rig a Brethren car to blow in order to kill one of there members. After this, Brother Marcus asks the protagonist if they would like to join the Brethren. If they player refuses, Samuel gives the protagonist another job - in which he must blow up a limousine containing drugs imported from Cuba. After the job, Brother Marcus informs the player that Deever's wife was in the limousine in which the protagonist is forced to join the Brethren.
After this, the protagonist is told by Marcus that they have located "The Babylon Priest" where the protagonist, along with three other Brethren members visit the house. Later, the protagonist realizes that the priest was in fact Deever and that his house is on Banana Grove. The protagonist then explodes Samuel's limousine inside of his house with Deever inside, killing him instantly.
