Biography

Past

While nothing is said in the film about the man dressed up as Santa's background, a few things can be assumed about him based on context clues. For one, given his age, he's most likely lived in Hope Town for a very long time. Because of this, he knows that the police in town were extremely corrupt and likely don't care at all if anyone commits crimes that don't affect The Drake, his sons, or any of his businesses, allowing him to arrogantly kidnap children in broad daylight despite several witnesses to his crimes.

Hobo With a Shotgun

After The Hobo rode a train into the crime ridden town of Hope in order to look for work, he walks around the neighborhood observing the complete lack of morals most people seem to lack, one of the first being a man dressed up as Santa Claus driving away from a playground as a little girl bangs on the the back seat's windows, begging for anyone to help her but nobody is willing to do anything, and the man later rapes her and presumably kills her.

However, once The Hobo had decided he had enough of the crime in the town and murders several wrongdoers, he finds the pedophile's car once again after he stopped to pleasure himself to children playing through binoculars. The Hobo walks up to his car, spits blood in his face, and then blasts his head off with his Remington.
