Governor Scott Buxton is the main antagonist of the 2022 Tollywood period epic film RRR.

He is the authoritatian governor of Dehli during the British Raj of 1920 who demonstrates an oppressive nature towards the natives and rules over them as a dictator, sparking many rebellions in an effort to overthrow him. In his effort to demolish those efforts, he becomes a target of the tribal rebels Alluri Sitarama Raju and Komaram Bheem.

He was portrayed by the late Ray Stevenson, who also played Murlough in Cirque du Freak: The Vampire's Assistant, Roger Wesley in The Other Guys, Isaak Sirko in DEXTER, Firefly in G.I. Joe: Retaliation, Gar Saxon and Baylan Skoll in the Star Wars franchise, Big Ray in Accidental Man and Arkady in Final Score.

Biography[]

It has been known that Scott was a highly decorated government figure of the Raj for decades. At an unknown point, he was married to his now wife Catharine Buxton who displays an equally cold nature towards her subjects as he, and has hunted in Indian forests many times. He has also been put in charge of training soldiers for the British Indian military, not only having his men teach them English but also the ways of combat and firearm usage. At one point, he arrests a village elder simply for being unable to pay his taxes at the appropriate time. He is sentenced to death, but Scott reminds the executioner that the bullets were manufactured in English factories and shipped to the Raj, taking a lot of time, effort, and money, and that the precious bullets cannot be wasted on "peasant filth". As ordered the executioner bludgeons the elder with a hammer.

The loyal Raj soldier Venkata Rama Raju loses all respect for Scott and tells his men that if Scott values a bullet more than their lives, they should put it to good use and drive the British out. Venkata continues to train the soldiers due to his high rank and finds that his son, an ambitious soldier disobeys him by shooting his rifle, but that in doing so he has expert marksmen skills. He decides that his son, Alluri Sitarama Raju is destined to be the key leader in the revolution. However, one day, Scott's men discover this plot and attack Venkata's village, killing several civilians, including Raju's mother and brother. Venkata is fatally injured and in his last moments, begs Raju to save their people. Venkata exposes himself to the British soldiers who have him surrounded, unbeknownst to them he's strapped with an explosive. At his order, Raju shoots it and kills his father, and enough soldiers to buy them time to escape.

Years later, Raju joins the British police and demonstrates upmost loyalty, thus leading to the natives declaring him a traitor, although this is to merely earn their trust to the point that he can get access to their firearms and authorize their shipping operation. During this and older, Scott abducts Malli, a young native of the Gond tribe as requested by his wife, since she loved her singing. They exchange the girl for a few shillings, and Malli's mother finds out too late what they were for. She tries to stop Scott's car but he orders one of the soldiers to bludgeon her with a branch. Over the next few years, the Gond warrior Komaram Bheem, who has super strength and agility (the latter like Raju), makes it his mission to rescue Malli and arrives in Scott's land. The Nizam of Hydrebad had previously hunted Bheem and informs Scott but they still have little information on him due to his reclusive nature. Raju offers to take the task in capturing him since bringing him alive will give him a valuable promotion.

During his manhunt, Raju unknowingly assists Bheem in saving a child from a bridge collapse, and over the course of the coming weeks they become close friends. Raju also helps Bheem win the heart of Jennifer, Scott's niece, when he begins to have feelings for her. Jennifer becomes close to Bheem after exploring their palace and dancing at a party. During this however Raju also identifies a contact of his fugitive turning out to be Bheem's brother Lachu. Raju imprisons Lachu and interrogates him, beating him without mercy all the while without having any idea that he's best friends with his target. Lachu cleverly gets Raju bitten by a snake, buying him time, and when Bheem treats Raju, Raju realizes that Bheem wears the same poonal as Lachu. Bheem also unknowingly tells Raju why he's in Telengana and his intention to rescue Malli, confirming him as the fugitive.

After treating Raju, Bheem and a few of his friends lay siege to Scott's fort, releasing several wolves, deer, cheetahs, and tigers he contained in cages on the British soldiers. Jennifer is present and shocked by Bheem's appearance, and Raju shows up trying to arrest him. Bheem cannot fathom that his best friend is a British loyal and tries to appeal to him and their time, but Raju doesn't listen and they both fight, during points of which both of them hesitate to kill each other. Catharine takes Malli to the back of the fort and Bheem pursues them, but Raju and the British gunmen manage to corner him and Scott arrives late after a knighthood ceremony in England, threatening to shoot Malli if Bheem doesn't surrender.

Bheem is convicted and sentenced to public torture, intended by Scott to make him scream and cry in front of the public. Raju who has now been promoted, is tasked with flogging him as Scott and Catharine watch, the latter craving bloodshed. Jennifer, who is also watching is deeply horrified by her uncle and aunt's nature. However despite even using a barbed whip Bheem still refuses to kneel and doesn't even scream. After losing a lot of blood and nearly being dismembered the a weight, he falls and the natives are outraged. They publicly riot, forcing Raju to take Bheem away to a prison. Scott berates Raju on being a failure, but takes Raju's suggestion at a private and immediate execution, in front of Malli. Raju however orchestrates this specifically to set Mali and Bheem free, not being able to live with himself for beating his friend to near death. Scott suspects his after Raju is tasked with shipping guns but feels no gunpowder on his hands after shaking it.

During their drive to the noose, Scott also narrowly avoids a falling tree set by Raju. He fires his rifle at the car, causing it to flip and Raju to be impaled by a short branch. He survives, and holds back several soldiers while Malli escapes. Bheem also breaks free from his ropes, as Raju's man slips him a blade without him knowing. Bheem manages to reunite with Malli and they escape, but Raju gets captured helping them.

During that night, Bheem is still being hunted and they're assisted by Raju's fiance Sita, who tells Bheem of Raju's past and why he's a British loyal. Now understanding Raju's position Bheem swears to her that he'll save his brother in arms. Raju is beaten by Scott's men in the prison and threatened with execution. That night, Bheem breaks into the prison to save Raju, and since his legs are injured he carries him and they work together to break out of the prison. Scott sends his army to chase them into the forest, where Bheem treats Raju again and they reconcile for their previous actions. Bheem attempts to fight the soldiers, and Raju joins him, arming himself with a bow and arrow. He sets the ground on fire to give him cover, and even attaches grenades to the arrows to destroy the motorcycles. He and Bheem fight their way out of the forest.

They ride back to Scott's fortress via bike and horse. Raju uses a fire arrow to set Bheem's bike on fire, and Bheem flings it over a ramp straight into a gunpowder storage room. The room procedes to explode, followed by every storage room in the fort, demolishing it entirely. Scott survives covered in debri and Catharine dies becoming entangled in barbed wire. Scott escapes the rubble and tries to arm himself, but Raju shoots him through the shoulder with an arrow before declaring that since he values bullets more than their lives, they should be put the good use. Scott begs for his life but Bheem shoots him through the heart with a bullet. In the aftermath Raju accomplishes his task and manages to ship British firearms to different parts of India to spark rebellion.

Personality[]

Scott has demonstrated himself as being cruel, racist, and oppressive just because he can. He treats the empire subjects as slaves and accessories who exist only for his pleasure and has no care about who he hurts trying to achieve his own ends. This may be why he has risen to the position of power that he has and he rules his part of the subcontinent with an iron fist.

Powers and Abilities[]

In addition to hunting, Scott demonstrates a military background and is an agile and reflexive combatant, and a supreme sharp shooter, as he was able to flip a car somehow by shooting at it. He is also strategic, smart, cunning, and is capable of detecting lies and deception from the faintest details, notably when he sees the trap Raju set up from a distance and realizes that he didn't load gunpowder into the soldier's rifles simply by shaking Raju's hand.
