Scott Davis is the secondary antagonist of the Criminal Minds: Beyond Borders episode “Cinderella and the Dragon”. Davis is an accomplice of international animal trafficker Al Gui who kidnaps flight attendants them and smuggle for them.
He was portrayed by Brandon Barash.
Overview[]
Davis is an American art broker who hires ex-cons into his business and conducted international travels for his business deals. Davis also held midway stations for Al Gui's smuggling ring, which trafficked and bred endangered species of fish to sell on the black market.
Davis was also tasked to scout international flights for staff the gang could manipulate or threaten into the criminal enterprise. On one such trip, Davis met Kathy Hall, a Baltimore stewardess, and seduced her, maintaining a relationship with her for nearly a year.
"Cinderella and the Dragon"[]
Davis tries to recruit Kathy and her coworker and best friend Jane Wicks into the smuggling ring, but they refuse. Undeterred, Davis kidnaps Kathy's brother Will and holds him captive in a cheap Baltimore storage unit. Davis threatens to kill him unless Kathy and Jane take the fish past security and pass them to Gui's henchmen awaiting in Singapore. After three days, Kathy and Jane agree to hide the smuggled fish into a penthouse the gang uses for breeding in return for Will's release. Unwilling to let go of his leverage, Davis calls his contact, Han Bo Sheng, and tells him that Kathy and Jane are compromising the operations.
Gui orders his thugs to kill the two women in the baggage claim area of the airport they will be landing at next. Jane and Kathy fight the men off, but one of them chokes Jane to death with her own uniform scarf. Kathy swings luggage at the men and escapes out a fire door. In order to frame her for Jane's murder, the goons put Jane's body on the baggage conveyor belt.
Back in the U.S., Agent Russell “Monty” Montgomery of the FBI's Behavioral Analysis Unit (BAU) questions Davis, who feigns concern for Kathy and insists that she must have been framed. Davis also claims that he never met Will, but Montgomery does not believe him and considers him a suspect.
As the walls close in further on Kathy, Montgomery lies to Davis that she had killed some people, and then tells him that the BAU knows that she had been heading to Geyleng. As expected, Davis calls Sheng and tells him to meet him there. Gui's men kill Sheng by drowning him in a tank, again diverting the police, and then kidnap Kathy when she arrives.
The BAU, meanwhile, uncovers the fish smuggling operation. Senior Station Inspector Cheong knows that Gui, who has a fearsome criminal reputation in Taiwan, is responsible. Montgomery secures a federal warrant for Gui's business, sending agents to rescue Will. He then brings Davis back into interrogation and reveals that he knows all about his role in Gui's operations, and then tells him that they found Will. Davis denies everything and demands to see a lawyer. Montgomery simply arrests Davis, however, and he is later incarcerated for his crimes. Meanwhile, Kathy is rescued, and Gui is also arrested and incarcerated.

- Davis is inspired by John Martin Scripps, a.k.a. "The Tourist from Hell", a serial killer of global tourists with an M.O. of befriending them on flights while posing as a fellow tourist, with a history of drug smuggling and murder in Singapore, where he was hanged for the later.
