Scratcher, the Jealous Reindeer was an accomplice of Winterbolt in the 1979 Christmas special, Rudolph and Frosty's Christmas in July. When Winterbolt convinced Rudolph and Frosty to leave the North Pole and join the circus, he looks for someone to help him get rid of Rudolph.

He goes to the Genie of the Ice Scepter to have him search for a mean and corrupt reindeer and the genie tells him that there is one in a place called the Cave of Lost Rejections. Winterbolt found Scratcher in cave 13. Scratcher told him that he was originally chosen to fly the sleigh on Christmas Eve but due to his sneakiness, he was caught stealing toys and candy canes and was banished and Rudolph took his spot; making him hate the red-nosed reindeer. Winterbolt then brought Scratcher to the circus where he convinced Rudolph to have him stay and help out with his work; though he hated doing it. Before the show went on, Scratcher met with Sam Spangles, the greedy buyer who wants to shut down the circus and told him Winterbolt's plan and concocted their own. Scratcher told Rudolph that Miss Lorraine wants him to bring the circus money to the police but he makes him get the money earlier than said and he unintentionally gives it to Sam Spangles in disguise.

When Winterbolt arrived for the finale, he told Rudolph to light his nose but couldn't. Scratcher and Spangles then appeared and told him their plan and evilly laughed for their success, leaving Rudolph to be blamed for everything. Scratcher is last seen with Winterbolt in his lair looking at Frosty through his snow globe. Winterbolt wonders what Frosty could exchange for Rudolph's light and Scratcher suggests going to the genie. That is the last of Scratcher that is seen in the special; whatever happened to him in unknown.
