Seigo Houjou is one of the two secondary antagonists (alongside his sister Arei) of the Astral Buddy manga series, a spin-off of A Certain Scientific Railgun.
He is a doctor in Academy City who was once a researcher at Clone Dolly Ideal. He later begins working with Ayu Mitsuari on her plan to capture Senya Yuuri and revive the experiment to create the "ideal" esper ability. He's the archenemy of Junko Hokaze and Senya Yuuri.
Appearance[]
Seigo is a tall man with short, black hair that's slicked-back and has a tuft hanging over the middle of his forehead. His most notable characteristic is the various scars and stiches across his face, with diagonal ones on both his cheeks (the right one extending across the bridge of his nose) and horizontal ones above his eyebrows. He wears a white suit, dark tie and dark trousers, with a white coat worn over them.
Personality[]
Seigo Houjou is a rather cordial and efficient person who is shown to be quite business minded when it comes to his job as a doctor. However, he has a very cold and deadpan demeanor, showing practically zero emotions even when tending to his patients. Despite this, he's shown to be kind and considerate towards others, caring for his patients when their hurt or injured.
It's revealed that his stoic and apathetic demeanor is a result of him being incapable of feeling any emotions or sensations due to the Ideal incident. The loss of his emotions and physical senses has proven to quite severe to the point where he forgets the memory of these experiences, such as the taste and the experience of drinking coffee. In order to avoid any suspicion, Seigo often pretends that he "feels" things.
Despite this, Seigo is still capable of displaying emotional connections and quirks of his personality. He's shown to be extremely klutzy and has the habit to of getting hurt, often falling over himself and bleeding from the head afterwards. He's also obsessed with the physical appearance of himself and other people, as shown when he is contemplating what type of clothing would make him look more serious and also tends to pester his younger sister about her messy appearance due to not wearing her attire properly. He also allowed Ayu Mitsuari to scribble on his face and put ponytails in his hair in an effort to make him look more "cute" and later asked her if he could pull the look off, only later to be seen taking serious comedic offense at Mitsuari instead insulting his ugliness.
Furthermore, Seigo is shown to deeply cares and loves his little sister Arei, often scolding and worrying for her during her assignments and teases her about not maintaining her appearance in public. He also feels genuine remorse about the failed Ideal experiment which caused the deaths of Ayu's friends and Kanari Toomine. This sense of guilt is his driving motivation in assisting Ayu with her due to wanting to make up for what he did and later even went as far as personally protecting her from a falling lightbulb from crashing into her by using his own body as a human shield, again heavily injuring himself. He also felt sentimental when seeing Junko Hokaze and Iruka Yumiya again, remarking on how they've grown.

Seigo was once a researcher at Clone Dolly: Ideal, a project dedicated to creating the "ideal" esper power. During the incident which occurred there, he was possessed by an out-of-control AIM aggregation entity, which caused him to lose his sense of taste and pain with his emotions gradually fading as well.

Ideal Power: After the incident at the Ideal labratory involving an out-of-control AIM aggregation created from the amalgamation of various Personal Realities, Seigo has been "possessed" by it. Ever since being possessed by the entity, Seigo has developed a specific "connection" with the aggregation's source, Senya Yuuri. This has seemingly given him a myriad of various different esper abilities and powers.
- Black Tuxedo: Through his connection to Senya, Seigo is capable of replicating Junko Hokaze's Rampage Dress ability due to Senya being by Junko's side the longest and has analyzed her power. This allows him to electrically enhance his strength and speed to superhuman levels, allowing him to go toe-to-toe with the likes of Gunha Sogiita, the 7th Level 5 espr and the strongest Gemstone. Unlike Junko, Seigo generates black electricity when using this power.

Medical Expertise: Seigo is a highly skilled doctor and is capable of performing rapid self-surgery on his face without a mirror.
