Seiichi Kuroda is the mad scientist allied with the Machine Empire Baranoia and a minor antagonist in Chouriki Sentai Ohranger, serving as the secondary antagonist of the 17th episode and the titular main antagonist of the 18th episode.
He is played by Isamu Ichikawa who previously played and voiced Dora Sphinx in Kyoryu Sentai Zyuranger and Shirouneri in Ninja Sentai Kakuranger.

Seiichi Kuroda was the archetypal mad scientist; no morals, no real sense of right and wrong, a desire to simply create life and a wish to rule Japan. This was due to a nihilistic attitude and hatred for humanity stemming from losing his wife and son at such young ages; deciding machines were the only reliable and worthy form of life. Despite this, Kuroda wasn't foolish; knowing that Buldont would immediately betray him if he got the Power Brace before their deal was completed. However, he cared deeply for his robot son Shiguru which was ultimately what redeemed him.

Past[]
Seiichi Kuroda was a world class engineer and scientist who formerly worked as an officer in the Japanese National Science Academy. However, he snapped in 1997 after his wife died of disease and his son died after being hit by a lorry so Kuroda went missing with many assuming he was dead. In reality, Seiichi Kuroda had gone into hiding in the Rindo Lake Family Park near Lake Rindo in Tochigi Prefecture where he set up a laboratory and built a robotic son duplicate of Shigeru. Implanting the original's mind into the robotic Shigeru, with the robot unaware of his true nature, Kuroda preferred his robot son over his dead real one; developing the idea in his psychosis that humans were inferior to machines and he should find a way to become a machine.
Ohranger[]
Two years later, in 1999, Emperor Bacchus Wrath and the Machine Empire Baranoia return to Earth after several million years and launch an invasion of Earth. Although the Ohrangers arise to oppose them, Kuroda learns of thier existence and decides to ally with them to fulfil his insane dreams.
After the death of Bara Devil, during a lull between attacks by the Baranoia, Seiichi approaches Prince Buldont and proposes that they work together to defeat the Ohrangers and conquer Earth in exchange for giving him control over Japan. Buldont agrees so Seiichi attracts the attention of Yuji whilst he is on patrol by posing as one of the Barlo Soldiers kidnapping a child. Luring him into the Tokyo Power Plant, he pins Yuji and steals his Power Brace so that the Baranoia can reverse-engineer the technology and find a perfect force to defeat the Ohrangers. After stealing it, he sends Yuji plummeting to the ground before making his escape using a jet-pack that he built. Returning to his lab, he tells his son about what happened only for Shigeru to be disappointed that his father is working for the Baranoia but then has to be put to bed when his cybernetics cause problems. Very quickly though, Buldont arrives with Acha, Kocha and some Barlo Soldiers where they confirm thier deal which Buldont agrees to. However, Seiichi knows that he'll just go back on his word so he demands that they become partners first.
Later, he is soon dragging his son away after the attack by Bara Vacuum where the four remaining Ohrangers confront him but he blasts them. Although Shigeru then pleads with his father to stop but Buldont arrives with Bara Vacuum and some Barlo Soldiers to take the Power Brace by force. The Barlo Soldiers ultimately fight with the Ohrangers as Bara Vacuum goes after Kuroda and fights Goro only to shoot both and reveal Shigeru to be a cyborg. During the resulting fight over the Power Brace, Seiichi and Shigeru are able to escape and disappear.
Powers and Abilities[]
- Genius Level Intellect: Despite being completely insane, Seiichi Kuroda was an absolute genius and very skilled in robotics. He was described as a "world-class engineer" by Chief Counsellor Miura.
- Jet-pack Construction: Kuroda was able to build a completely functional jet-pack similar to those seen in movies, something no-one else has been able to do.
- Robot Construction: Kuroda was able to build and program a completely sentient robot boy all by himself.
- Speed: Kuroda could run faster than Yuji or a woman on foot as seen in the 17th episode.
- Agility: Despite his non-athletic appearance, Kuroda was able to swing around safety railings in the Tokyo Power Plant like they were monkey bars.

- Hands: Although he possessed no weapons of any kind, Seiichi Kuroda was a skilled inventor with his bare hands.
- Barlo Soldier Costume: Kuroda used a silver cloak and Barlo Soldier mask to trick Yuji so that he could take his Power Brace.
- Jet-pack: Kuroda usually escaped using a jet-pack that he built.

Trivia[]
- Due to being a Japanese man, Seiichi Kuroda was not adapted into Power Rangers Zeo with Bara Ivy being turned into a standalone bounty hunter monster when it was adapted.
- However, traces of his presence remained in the episode "Rangers In The Outfield" (derived from Ohranger's 17th episode). Sprocket/Buldont turns to mock and belittle thin air (which was him addressing Kuroda in Ohranger) and Rocky's Zeonizer is discarded for no apparent reason because Seiichi had it.
