Commissioner Seishiro Munakata (宗像 征四 Munakata Seishirō) is one of the overarching antagonists in the Yakuza Saga of the Like a Dragon (Ryū ga Gotoku, formerly known as Yakuza in the west) franchise.
He is one of the two overarching antagonists (alongside Sohei Dojima) in Yakuza and its remake Yakuza Kiwami, and the main antagonist and final boss of Yakuza 4.
He's the deputy commissioner of the Tokyo Metropolitan Police and uses his immense power to push people around and cover his crimes, and has been building illegal prison sites so that his political enemies and the yakuza could be disposed of. He's the archenemy of Masayoshi Tanimura, being responsible for ordering his adoptive father's death.
He is voiced by Kinya Kitaoji, as well as being modeled after him.
Appearance[]
Munakata is an older man of regular height. His black hair has begun to gray with his old age. He is never seen outside of his usual outfit: his police uniform.
Personality[]
Munakata is a cold and merciless man who believes that the police should maintain the status quo at all costs, even if they have to break laws to do it. It is unclear whether Munakata truly believes what he says and is clouded by this ambition or if it's all a front for his insatiable lust for total power.
Biography[]
Munakata's first act of evil came in 1985, when a young detective named Junji Sugiuchi brought him a false report about the Yoshiharu Ueno Assassination. Knowing it was false, Munakata blackmailed Sugiuchi into letting him meet Isao Katsuragi, the man behind the assassination, so the report could be written as true and put the blame on a young yakuza named Taiga Saejima. He would then use his influence to persuade another officer, Hiroaki Arai, into going undercover as a member of Kanemura Enterprises, a tiny family in the Tojo Clan, as a method of infiltrating the clan. In 2005, he provided assistance to Kyohei Jingu, and was an influential figure in the 10-billion-yen incident. Five years later, he hits a roadblock as his misdeeds begin to be investigated by Masayoshi Tanimura, a hotshot detective with a grudge. He tries to get Sugiuchi to kill him, but it ultimately fails. As Sugiuchi spills the beans, he has Arai kill him, while he has Chief Satoshi Hisai attempt to kill his friends. Arai follows through, but Hisai loved Tanimura too much to hurt him and took his own life instead of his friends.
Realizing he's got opposition closing in left and right, he persuades Daigo Dojima, the sixth chairman of the Tojo Clan, to arrest Goro Majima, and attempts to get a file that details his misdeeds back from Katsuragi. Arai retrieves the file and delivers it to Munakata, who scolds him for not stealing money from Shun Akiyama instead of praising him for getting his file back. He then orders Arai to hold the children of Morning Glory Orphanage hostage so the owner, Kazuma Kiryu, will pay him 100 million yen. Disgusted, Arai shoots Munakata.
Unbeknownst to Arai, Munakata knew this betrayal was coming and replaced the bullets in the gun with plastic rounds. He makes his way to the top of Milennium Tower to confront Arai and Daigo, as well as the young Takeshi Kido. Before he can take the money, he and the other four are confronted by Akiyama, Saejima, Kiryu, and Tanimura. As Akiyama, Saejima, and Kiryu battle Arai, Kido, and Daigo respectively, Tanimura stands against the deputy commissioner and his men. In honor of his father, Sugiuchi, Hisai, and all the other lives he's ruined, Tanimura leaps through the air, fist clenched, screaming in anger. An elite officer knocks him out of the way before he can strike him, but that does little to hamper the detective. The fight is long and hard and Tanimura is hopelessly outnumbered, but he takes out every single opponent, including Munakata. Munakata, while initially afraid, realizes that the likelihood of him facing a day of jail time is slim to none as he controls the judicial system, and laughs heartily. Akiyama snickers and calls Makoto Date, former officer turned newspaper writer, who drops a bunch of papers from a helicopter detailing the laundry list of crimes he's done. Realizing he's got no chance at victory, Munakata shoots Akiyama. Miraculously, Akiyama survives thanks to a wad of money he kept in his pocket. Alone, broken, and ruined, Munakata takes his life.
Trivia[]
- There is a secret animation of Munakata falling down in exasperation if you manage to defeat him before his men.
- Munakata is the oldest final boss in the mainline series (second oldest if one counts Bryce Fairchild as a final boss), and second oldest overall behind Nankobo Tenkai from Ryu Ga Gotoku: Kenzan!
- Munakata and Hisai's deaths are parallels, as they both take their lives because of how much Tanimura had affected them. But where Hisai takes his life to protect Tanimura's adoptive family, Munakuta takes his life due to Tanimura ruining his plans and wanting to avoid facing prison for his actions.
- Munakata is the only final boss who's battled last in a game where Kiryu is playable to not be fought by him. Instead, he was defeated by Tanimura.
