The Shadow Council are major antagonists in the Star Wars franchise, serving as the overarching antagonists of the New Republic era.
History[]
The Shadow Council was founded in 5 ABY by Fleet Admiral Gallius Rax. Rax aimed to establish a secret organization that would lead the remnants of the Galactic Empire. Rae Sloane, who officially represented the weakened Empire's leadership after the Battle of Endor, was meant to be strengthened by the Shadow Council.
The Council was also directly involved in the Battle of Jakku, as it was planned and carried out by high-ranking members of the Council. The dissolution of the Council occurred at the same time as the Battle, in 5 ABY. Gallius Rax orchestrated the killing of most Council members during the Battle of Jakku. It was later revealed that Rax had planned the elimination of the Council members long before the Battle of Jakku took place.
Around the year 9 ABY, however, the Council reorganized under the leadership of Grand Admiral Thrawn. This new council served as the leadership of Thrawn's new confederation of imperial remnants. Among the members was once again Brendol Hux, who had belonged to the old Council. Other members included Moff Gideon and Captain Gilad Pellaeon.
The Council members pursued partly different interests. While Captain Pellaeon primarily focused on initiating the return of Grand Admiral Thrawn and keeping it strictly secret until then, Hux aimed to establish a new leadership of the Empire with Project Necromancer, showing particular interest in clone research. These two endeavors were known to the Council and supported by it.
Moff Gideon, on the other hand, doubted Thrawn's leadership and sought to build his own army, combining the best qualities of various societies such as the Mandalorians and the Jedi to restore order in the galaxy. Gideon also displayed great interest in cloning and conducted his own research, which he kept secret from the Shadow Council.
