Sharon Carter, previously known as Agent 13 and now known secretly as the Power Broker, is a supporting character in the Marvel Cinematic Universe.

Originally a S.H.I.E.L.D. agent and a CIA operative, she later became an international fugitive after aiding Steve Rogers during the Avengers Civil War. While on the run, she established herself in the criminal sanctuary Madripoor as its secretive ruler, the Power Broker, while also working as a black market merchant selling stolen artwork. Responsible for the resurgence of the Super Soldier Serum through her former employee Karli Morgenthau, she later joined Sam Wilson and Bucky Barnes to stop the Flag Smashers' attack on the Global Repatriation Council, after discovering her whereabouts.

Following the events, she eventually received a pardon from the U.S. Government, as well as her old job at the CIA. This gave her direct access to government resources, allowing her to sell classified information and weapons to her highest-paying customers.

She is portrayed by Emily VanCamp in her first villainous role.

Biography[]

Captain America: The Winter Soldier[]

S.H.I.E.L.D. director Nick Fury had assigned Sharon Carter, codenamed Agent 13, to supervise Steve Rogers at his apartment. She introduced herself to him as a nurse, but when Fury was attacked and supposedly killed by HYDRA, she revealed her true identity to Rogers. As Rogers withheld information regarding Fury's death to top operative Alexander Pierce, he labeled Captain America as a fugitive of S.H.I.E.L.D.. Carter was given no choice but to join the manhunt for Rogers.

Rogers later returned to reveal that HYDRA had maintained a presence within S.H.I.E.L.D. for the past seven decades, and urges the agency to stop the launch of Project Insight. Choosing to stay loyal with S.H.I.E.L.D., Carter began attacking HYDRA operatives in disguise, such as Brock Rumlow.

After S.H.I.E.L.D. was dismantled in the aftermath of the HYDRA Uprising, Carter subsequently joined the CIA.

Captain America: Civil War[]

Sharon was present at Peggy Carter's funeral, delivering the eulogy to the legendary S.H.I.E.L.D. founder. Later meeting with Steve Rogers, she asked him about signing the Sokovia Accords, which he opposed. After Bucky Barnes was framed for the bombing at the U.N. in Vienna, Carter assisted Rogers and Sam Wilson by stealing their equipment from the Government, allowing them to protect their brainwashed friend. Knowing she'll be branded as an enemy of the state, Carter kissed Rogers before going on the run.

The Falcon and The Winter Soldier[]

In the years since, Carter retreated to a criminal sanctuary in Indonesia known as Madripoor, and began to set up her business in the black market which dabbled in stolen artwork. She eventually rose to become its secretive ruler, the Power Broker. Carter was a reported victim of Thanos' Snap, but in reality, she survived, and continued to rule Madripoor five years later.

Hiring the scientist Wilfred Nagel to recreate the super soldier serum, Carter oversaw the procurement of 20 new vials of the fluid. However, her former employee Karli Morgenthau would steal the vials, who later empowered seven other individuals to form the anarchist group the Flag Smashers. Carter would send her men out to capture the anarchists, but they were unable to after one Flag Smasher sacrificed himself to ensure their escape at an airport.

Once Wilson, Barnes, and Baron Zemo touched down in Madripoor in search of Morgenthau, they were protected by Carter from bounty hunters seeking to kill them. She was reluctant to ally with Zemo, the catalyst of her fugitive status, but relented after being offered a pardon by Wilson. Carter led the three to Nagel's lab, remaining outside to defend it against hordes of bounty hunters. While horrified at Zemo's killing of Nagel, she escorted the three out of Madripoor safely, staying behind in the process.

Further along in their quest to stop Karli Morgenthau, Carter was recruited to track John Walker's location as Wilson attempted to negotiate with the Flag Smasher leader. Carter would later free Georges Batroc from prison, hiring him to spy on the Flag Smashers. As they were attacking the Global Repatriation Council in New York City, she rejoined Wilson and Barnes in New York City.

On the ground, she disposed of Flag Smasher Lennox using mercury vapor, later chasing and confronting Morgenthau underground. As she is offering the super soldier a chance to work with the Power Broker again, Batroc walks in, deduces Carter as the Power Broker, and uses her identity to blackmail her in exchange for a sharply increased pay. However, she kills him. As Morgenthau is about to kill Wilson, Carter fatally shoots her as well.

Wilson was eventually able to obtain a pardon for Carter, and she regained her old position at the CIA. Leaving the courtroom, she contacted an associate in Madripoor, revealing that she'll be able to sell government property to the highest bidder.

  • In the comics, Sharon was initially written to be Peggy's younger sister, but was later retconned to be her niece.
  • In the comics, the Power Broker is a title held by two individuals. The first, Curtiss Jackson, was responsible for the superhuman abilities of U.S. Agent and Battlestar. After he was killed by the Punisher, an unnamed individual possessing superpowers replaced him as the second Power Broker.
  • In an early draft, Sharon was to appear in Avengers: Endgame, but was then written off as a victim of the Snap. Her appearance would've continued her romance with Steve Rogers as seen in Captain America: Civil War, but it would've been turbulent.
