Saint Shepherd Ju Peter is one of the main antagonists of the One Piece anime and manga series. He is one of the Five Elders who goes by the title of the Warrior God of Agriculture. He is a high-ranking member of the Celestial Dragons and the youngest of the five. He is also a relative of Shepherd Sommers.
He is voiced by Yasunori Masutani in Japanese and by Michael Johnson in English.
Personality[]
Ju Peter is concerned with maintaining order throughout the world. He has stated that the maintenance of the Three Great Powers is important. Ju Peter, like the other elders, is against anyone studying the Void Century and would have anyone killed if they continue to study it against their orders. Ju Peter has expressed frustration at times over hearing information alarming to him like Shanks and Whitebeard making contact in the New World. He also shows strong dislike for members of the D clan. Like the other elders and most Celestial Dragons, Ju Peter sees them as a problem. However, Ju Peter seemingly does not mind crimes, atrocities, and the xenophobia from Celestial Dragons.
Ju Peter has a strong dislike for Monkey D. Luffy for being a member of the D clan and for his role in threatening the Three Great Powers of the world. Like the other elders, Ju Peter would prefer to have Luffy killed in battle against Kaido. Ju Peter also sees Luffy as a major threat for his possession of the Nika Sun God devil fruit. He even questioned his fellow Elders why did the World Government made an effort of renaming Luffy's Devil Fruit.
Ju Peter is shown to be in support of cover ups and spreading lies for his benefit. For example, spreading the lie that Sabo murdered Cobra when Ju Peter, the other elders, and Imu was complicit in his murder. Ju Peter is also shown to show loyalty to Imu and is willing to follow their orders. Ju Peter is shown questioning Imu's reason for choosing Lulusia Kingdom to be destroyed and still agrees with their decision if Imu does not mind killing many people.
Biography[]
Ju Peter, along with the other elders, have been in power in the World Government for many years. Ju Peter along with the other elders and government officials would deal with social and political issues in the world. During a buster call to the island of Ohara, Ju Peter along with Warcury, Mars, and the other elders communicated directly with Professor Clover about his research into the Void Century. Professor Clover continues to talk about the Void Century and the Ancient Kingdom leading to the elders ordering Cipher Pol agents to kill him and the researchers and to destroy anything on the island related to the research.
Ju Peter listened to Spandam's plan on retrieving the Ancient Weapons to go after pirates. The elders gave him permission.
Ju Peter along with the other elders received more information about Shanks and Whitebeard. They also heard news about Crocodile's defeat to Luffy in Alabasta. Ju Peter comments on the importance of maintaining the Three Great Powers. Ju Peter and the elders have Crocodile stripped of his warlord status and sent to Impel Down along with subordinates. Ju Peter and the elders try to keep a close eye on Luffy since they blame him for disrupting the Three Great Powers.
After Ennies Lobby raid by the Straw Hats and their allies to save Franky and Robin, Ju Peter and the elders got news that Shanks and Whitebeard made contact in the New World. He was notably horrified at this development.
After the Paramount War, the elders speak about important development after the war. Ju Peter shares that they should be cognizant of new developments in the New World since they would need to find three new warlords to replace Gekko Moriah, Blackbeard, and Jinbe. Ju Peter notes that the new warlords they should pick should have major influence.
During the events of the Straw Hats making it to Dressrosa, Ju Peter and the elders got into an argument with Akainu about allowing Doflamingo to be assisted by CP0. Ju Peter, the elders, and Akainu were all visibly irritated to hear that Luffy defeated Doflamingo and that the country has been reduced to rubble. The elders revoked Doflamingo's warlord status and had him sent to Impel Down along with his pirate crew.
During the Levely, Ju Peter along with the elders briefly meets with Figarland Shamrock. Shamrock wanted to speak to them about an important pirate. After their meeting with Shamrock, the elders discussed the idea of meeting with Nefertari Cobra and how the Nefertari family is a family of traitors. Ju Peter and the elders walk into the Empty Throne Room. They bow down to Imu as they sit on the Empty Throne. They ask Imu what light should be extinguished from history. After meeting with Imu, the elders meet with Cobra. Cobra asks them questions about Queen Nefertari Lili's disappearance and the meaning by the D clan. Imu enters the Empty Throne Room and sits on the Empty Throne to Ju Peter's, Cobra's, and the other elder's surprise. Imu speaks Cobra about his questions. Ju Peter along with the other elders draw their weapons in preparation to kill Cobra since he saw Imu. Cobra tells Imu and the elders that Lili's full name is Nefertari D. Lili. As Cobra is attacked for revealing her full name, Ju Peter notices Sabo jump from behind a pillar. Sabo attacks the elders and attempts to attack Imu. Ju Peter, the elders, and Imu all transform into mysterious creatures and fights against Sabo. Cobra is killed during their attack and shields Sabo as the latter escapes. The elders and Imu notices Wapol watching them. Ju Peter and the elders frame Sabo as Cobra's murderer as they all informed the people attending the Levely that Wapol will not be attending the meeting any longer.
After their battle in the Empty Throne Room and Cobra's death, the elders talk about Sabo until Imu contacted them. Imu tells them that they are interested in testing Vegapunk's new weapon. Imu tells them that they want to test it on Lulusia Kingdom despite many people being on the island. Ju Peter and the elders agrees to the plan by Imu and prepares the weapon to go to Lulusia.
During the Wano Raid, Ju Peter and the elders discussed the Sun God Nika devil fruit and how it has always escaped their grasp no matter how many times they try to claim the fruit. Ju Peter and the elders wanted to Robin to arrange for Robin's killing during the raid. When hearing Zunesha on Wano, Ju Peter demanded his fellow elders why did the World Government bothered of giving Luffy's Devil Fruit another name. The elders also wanted to have Guernica kill Luffy during the raid while the latter fights Kaido. Despite Guernica's attempt to kill Luffy, Luffy did not die and an enrage Kaido attacks Guernica for interrupting the fight. Luffy eventually defeats Kaido. After Kaido's and Big Mom's defeat, the elders discussed new developments due to their defeat and covering up important information during the incident.
When Lulusia Kingdom is destroyed, Ju Peter and the elders noted that Sabo was on the island during its destruction. Ju Peter and the elders arranged to have Saturn and the marines go to Egghead Island to deal with a conflict they are having with Dr. Vegapunk. Before Saturn appears on Egghead, York contacts the elders to inform them about what happened on Egghead before Luffy answers their call and talks to the elders for a short time before the call was cut off. Ju Peter and the elders being to focus their attention on Vegapunk broadcast message and are becoming increasingly concerned with what he has say. They communicate with Saturn telepathically where the latter tells them that he thinks Vegapunk is dead and that he will prepare their summoning onto Egghead Island.
Saturn performs the summoning of Ju Peter and the other three elders to appear on the island. Ju Peter appears on the island in his Sandworm form while the other elders appear in their other forms to face Luffy. As Mars and Nusjuro take care of other problems on the island, Ju Peter, Saturn, and Warcury confronts Luffy. Ju Peter tries to eat Luffy but his head was cut off by Dorry and Brogy to free Luffy. Despite having his head cut off and sustaining additional damage from Saturn's venom explosion attack when Luffy hits Saturn's attack back to the elders, Ju Peter and the other elders begin to regenerate and heal from the damages they sustained immediately. Ju Peter tries to suck Luffy and the two giants captains but his mouth was stuffed by a giant building that Luffy threw. Ju Peter is shown to recover from the attack and continues his attack by indiscriminately sucking in World Government agents nearby when Vegapunk's message is broadcasting. Ju Peter and the three Elders attacked Emet (the giant robot) as well temporarily stopped the broadcast momentarily. However the Broadcast is still active. Ju Peter spits out the Ciphol Pol agents and the Seraphims. He tries to suck the Giant Warrior Pirates' ship in to prevent them from leaving Egghead Island, but he was punched by Luffy. Ju Peter and Warcury were hold off by Emet. Ju Peter bites off Emet's left arm but not before the Iron Giant decided to use "that" when the time has come for it.
Ju Peter and the other Elders tries to stop Luffy and the others from escaping. However, Emet uses Joy Boy's stored up Conqueror's Haki to blow the Elders away by causing them to revert back to their original forms. Ju Peter, Warcury and Nusjuro were sent back to Mary Geoise as well Luffy and his allies successfully got away from Egghead.
Moments later, Figarland Garling enters the Authority Room. Ju Peter and the other Elders questioned Garling on what he is doing and his tone. Garling informs them that York will be under his purview and that he is now the new Warrior God of Science and Defense. Ju Peter looks on realizing that Saturn has been killed and replaced by Imu for his failure.
Powers and Abilities[]
Peter possesses powers shared by all of the Five Elders, including apparent immortality, and the ability to communicate telepathically with the others and with Imu. He was shown able to teleport himself via the same pentagram portals used by Saturn, though it is not clear whether this was his own power or Saturn's.
His unnamed Mythic Zoan Devil Fruit allows him to transform into a Sandword, a giant, serpentine, burrowing demon. In this form, he is exceptionally tough, surviving a point-blank blast of flames from Sabo without any injury. He also has a potent vacuum-breath ability that proved powerful enough to draw everything and everyone on Egghead into his gaping maw, swallowing them whole - even giants are not strong enough to resist this power. He can also spit up anything he swalllows this way, hurtling them hundreds of feet away. His teeth are incredibly strong, able to bite through metal.
Like the other Elders, he commands potent Haki abilities, and has been seen using Observation Haki techniques.

- Like his other fellow Five Elders, Shepherd Ju Peter's name is taken from Jupiter, one of the planets of the Solar System.
- Ironically, the Roman god representing agriculture is Saturn rather than Jupiter.
- His Zoan-type transformation is the only one that does not appear to based on any existing yōkai from Japanese folklore or mythology but instead draws inspiration from the Sandworms from Dune. It is also possible that it could inspired by other alleged worm-like creatures, such as the Mongolian death worm.
- He has been theorized to secretly be a traitor with him arguably getting the second most focus of all the Gorosei aside from Jaygarcia Saturn.
