Shinichi Dounami is a major antagonist in Kamen Rider Black Sun. He is the grandson of Michinosuke Donami, the former Prime Minister of Japan. In his young life, Shinichi appeared to be a privileged young man who did not hide his dislike for Kaijin. He was also seen to carry resentment, as indicated by his treatment of Nobuhiko, who had been complicit in his kidnapping half a century before.
Shinichi is determined to torture Nobuhiko Akizuki's spirit while subjecting him to emotional pain, even lying about his old flame Yukari Shinjo being a government spy to drive his foe insane. Because of his psychological treatments on Nobuhiko, he is indirectly responsible for Nobuhiko turning against humanity and becoming Kamen Rider Shadowmoon.

Background[]
In the year 1972, young Shinichi was kidnapped by the Gorgom movement to suppress his grandfather, Michinosuke Dounami. Ultimately, Michinosuke won the debate, prompting Gorgom to kidnap the Creation King and hide it in the forest. Around this time, Yukari Shinjo devised a plan to assassinate the Creation King, which Shinichi discovered and reported to Bilgenia. Yukari was assassinated by Bilegenia as a result, and the Gorgom movement—later renamed the Gorgom Party—was absorbed into the government.
Present Time[]
When Shinichi eventually rose to the position of Prime Minister, he gained control of the Gorgom Party and used the Creation King's extracts to produce more Kaijins and Heat Heaven. Being an avaricious, corrupt, egotistical, and bigoted politician who would stop at nothing to profit himself at the expense of others as he rose to the position of Prime Minister, Shinichi is not much different from his grandfather before him. Oliver Johnson is killed by Bilgenia as a result of his efforts to find and retrieve the other piece of the Kingstone. When Shinichi noticed that the Creation King's power is waning, he gives the High Priests the task of finding the missing Kingstone half to create a new Creation King. Shinichi also felt contempt for anyone he considered "undesirables" such as destitute, homeless, and LGBTQ+ individuals. In reality, Shinichi's avarice pushed him to kill such people and turn them into Kaijins to auction off as Heat Heaven components.
The High Priests are eventually able to grab both Kingstone halves, but they are unable to designate a new Creation King despite their attempts. The Gorgom Party's headquarters is attacked by Kotaro Minami and Nobuhiko Akizuki, with the former pretending to have slain the Creation King in power at the time. Shinichi lead his men to the location of the attack and apprehended Nobuhiko. At that time, he mocked Nobuhiko for him unable to save Yukari and he expained to him about the involvement of his father in human experimentation during World War II as well as telling him that Yukari is just a spy for the government to steal the Kingstones. Shinichi's mental torture on Nobuhiko is causing the man to lose his sanity and lead him to become Kamen Rider Shadowmoon.
In the climax of the story, Aoi Izumi using a web conference to UN to expose Shinichi's machinations of Kaijin. When this happened, Shinichi summoned a police squad to murder Aoi, but fortunately Bilgenia wiped them all out. The video connection went on uninterrupted, and as a result, the other politicians questioned Shinichi about his actions and the truth behind the human experimentation his grandfather did during World War II. Because he believed Shinichi's affair had drawn too much unwelcome attention, Isao Nimura, one of Shinichi's subordinates, set up for him to approach where Nick and Koumori beheaded him to death. Because of this, Shinichi's cutthroat politics and open avarice eventually proved to be his undoing, as when the truth behind his machinations become public knowledge, he is arranged to be disposed of by his very own subordinate for all the bad press caused by his greedy behaviours as a Prime Minister.
Unfortunately he would be succeeded by Issao Nimura himself, an individual just as wretched as him, who saw kaijins as possible weapons.
Personality[]
Shinichi Dounami has literally every possible characteristic assosiated with corrupt politicians: greedy, treacherus, power-hungry, self serving, entitled, selfish, ruthless, Irresponsible, unscrupulous, xenophobic, cruel, cowardly, bigoted, manipulative, arrogant, and condescending. All this makes him a perfect reflection of his grandfather who was just as horrible as he is.
In addition to all this, he is also extremely sadistic, often mocking his opponents in extremely cruel ways like he did to Nobuhiko, effectively breaking him and causing him to become a supremacist terrorist, another even worst example is when he personally oversaw the murder of people that he considered "undesirables", all with a massive smile even after one begged for help to him, this was done to make the heat heaven to sell to the kaijins or make kaijins and later sell them, which also shows how avaricius he is and that there are no lines he is not willing to cross to enrich himself. Another evidence of his pure cruelty is when he somehow ordered Bilgenia to kill Nick's father in front of him when he was just a child which resulting in Nick to forge a deep hatred towards Dounami for the rest of his life.
He is also notable for his extreme xenophobia and bigotry, treating kaijins as a low-class (so much that he urinated in a kaijin memorial saying that they worth was less than the tip of his male organ) unless it was to further his goals, and would sell them for auctions. His xenophobia is not exclusive to kaijins and it is also included to humans as well with the people he considered undesireable such as LGBTQ+, the poor, the homeless, and elderly, which he would transformed them into kaijin and killed them so they could be use as an ingredient of the Heat Heaven, a substance extremely valued by the kaijin, all so he could enrich himself in addition to continue his atrocious goals.
However his actions and awful personality became their downfall when Isao Nimura arranged for him to be disposed after Aoi exposed his grandfather and his crimes in front of the United Nation and other Japanese officers. When Koumori and Nick ambushed him, he showed how much of a coward he was, trying to offer Koumori a deal, which he rejected saying that his promises were unreliable, before assisting Nick in slaying him.
