Mark Scheffer, also known as Shrapnel was a supporting antagonist in season 2 of the TV series Arrow.
Scheffer was a psychotic serial bomber that terrorized the citizens of Starling City as part of a strike against the United States government. Following his capture at the hands of the Arrow, Schaffer was coerced into joining the Suicide Squad along with Deadshot and Bronze Tiger, by A.R.G.U.S. director, Amanda Waller.
He was portrayed by Sean Maher in his first villainous role.
Biography[]
Introduced in the episode "Blast Radius", Mark Scheffer is an human anti-government serial bomber known as Shrapnel, who is part of a terrorist militia group, while operating under the guise of a simple toyshop owner. After bombing two government buildings in Starling City, Team Arrow identifies him by analyzing the remains under his explosive devices.
Shrapnel targets Sebastian Blood's Unity Rally intending to kill everyone there by setting off dozens of explosives. However, he is interrupted by the Arrow, who apprehends Scheffer, not long after he shot Diggle, while Felicity deactivates the bombs.
In the episode "Suicide Squad", Scheffer became a reluctant member of the Task Force X under Amanda Waller's command. Shrapnel tries to abandon the team on their first mission in Markovia, unaware of a nano-bomb implanted in his head by Waller, who then detonates it, killing Scheffer.

- Scheffer uses the alias "Shrapnel", but the character otherwise does not resemble his comic book counterpart.
- In methods he is similar to the Batman Beyond villain Mad Stan. He also replaces Plastique as the Suicide Squad's demolitions expert.
