Oroku Saki, also known as Shredder, is one of the main antagonists in the 2019 BOOM! Studios/IDW crossover comic series, Mighty Morphin' Power Rangers/Teenage Mutant Ninja Turtles. He serves as the main antagonist in the first crossover and later as a major character in the second crossover.
He is the leader of the Foot Clan and the archenemy of the Teenage Mutant Ninja Turtles. The Shredder, at one point, eventually had Tommy Oliver, the Green Ranger, work for him as one of his best Foot Soldiers (when in actuality, was undercover to know of his plans), it was not long before Shredder got hold of Tommy's Power Coin and later the DragonZord at his command. Upon later becoming the Green Ranger himself, he went on to steal the rest of the Power Coins from the remaining Rangers and worked alongside Rita Repulsa to defeat both the Rangers and the Turtles.
Eventually, Shredder made a return to help the Rangers and the Turtles take down General Krang.

The Shredder has likely fought the Turtles for quite some time while trying to take over New York City with the Foot Clan at his side, then at some point, he eventually allied himself with Krang and others from Dimension X who got intel over the existence of Power Rangers. At one point, he convinces Tyler, an old friend of Tommy's, to join the Foot Clan years later should Tommy approach Shredder and become a member of his Foot Soldiers as a means to go undercover and stop him, unaware he was one step ahead of him.
Mighty Morphin' Power Rangers/Teenage Mutant Ninja Turtles[]
One night, Shredder tasked Tommy to retrieve and steal an energy cell he needed for his plot and later witnesses the Turtles and the Rangers fighting one another with Karai overseeing the event, she questioned if he had told her Tommy was a ranger from the beginning, things could've gone easier. Though he responds by saying confidence is to be earned and how he knows he'll be in command of obtaining the powers of a Power Ranger. In the Techonodrome, Shredder is seen promoting Tommy to being part of the Jonin Foot Elite upon being offered the cell he required and says his abilities forever serve his clan and their motives.
Unfortunately, Shredder ends up having Tyler tasing Tommy behind his back and has the Green Ranger held in captivity in a caged cell. Once Tommy woke up, the Shredder has Baxter Stockman prepare the downloaded energy cell onto a device and reveals to Tommy he knew who he was from the beginning, though once Tommy morphed into the Green Ranger to defeat Shredder, the latter uses the device to knock out Tommy cold once more, only this time he got hold of his Power Coin and was able to gain the possibility to transport into the Moon Palace, home of Rita Repulsa. From there he was accompanied by his two henchmen, Bebop and Rocksteady, as he introduces himself to Rita before the two get into conflict with one another regarding her desire for the Dragon Power Coin to return to her.
To her surprise, Shredder uses the power coin to morph into the Green Ranger himself and dares Rita to take the coin from him. As the two fought, he reveals it bent the coin to his will and made it his power, which Shredder offers to either stand in his way or be by his side where he will "break" the Rangers as claimed. The fight was over immediately once he brought up how he has knowledge over the Rangers thanks to his allies from Dimension X and eventually would soon form a "limited partnership" with Rita for now.
When the Rangers and the Turtles began searching for Tommy at the Dockyards, Shredder appears before them in his Green Ranger form, managing to easily outwit and unleash the same device he used on Tommy to activate a molecular disruption field that severed Kimberly and Trini's abilities to morph from their Power Coins, then later do the same to Jason, Billy, and Zack, which also not only severe them of ever morphing through their morphers but also disrupt their connection to the Morphin Grid where Zordon nor Alpha 5 cannot communicate or teleport them back. He then fights the powerless Rangers, having the upper hand in single-handedly beating them one by one before expressing disappointment over their lack of stamina and thinking none of them deserve their powers. However, Casey Jones appears above the Rangers and Shredder as he helps fight them.
Unfortunately, they were outnumbered once following Foot Soldiers joined in and demanded the Rangers give up their power coins easily, though the Rangers ended up retreating for now before Shredder threatened Tommy's life will forfeit should they not give up their power coins to him by sunrise, he then contacts Rita regarding the situation of rendering the Rangers powerless for the time being where Rita sends down Wyldfire, one of her most powerful monsters yet to attack the citizens of New York City. However, the Turtles and April temporarily become the Power Rangers to defeat Wyldfire while the Rangers, dressed as ninjas, infiltrated the Technodrome to free Tommy.
He is seen with Rita in his lair discussing the matters of the situation and doubting what will remain of their partnership while countering each other's arguments over it before Shredder came to the conclusion of taking a more "direct approach". At Central Park within New York, Shredder had the Technodrome emerge from the ground to the surface and had Rita enlarge Bebop and Rocksteady to decimate the city, only then would the Turtles and April pilot the Megazord to fight off Shredder's grown henchmen.
However, the Shredder showed up controlling the DragonZord to have the Turtles and April outmatched in battle all while claiming that it wouldn't matter who has the coins so as long as he's the only one to wield them. While intending for the Megazord to be in one piece, he still has Bebop and Rocksteady destroy it with the Turtles and April inside to suffice, believing he has almost gotten what he wanted in destroying his archenemies, a gigantic Metalhead, piloted by the Rangers, joins the fight in the last second. Upon defeating his henchmen, the Rangers and the Turtles got him cornered, demanding back the Dragon Power Coin, Shredder dared them again as soon as the Megazord and Metalhead fired up the Crown Cannon targeted at him and the Dragonzord.
Expressing disappointment and retreating for now, Shredder has Rita teleport him back while Stockman was ordered to take down the Zords if he can't have the Rangers' powers then no one will, which was to detonate the Technodrome around them, luckily the Rangers and the Turtles combined both their Megazord and Metalhead to form the Turtle Megazord to strike down the Technodrome. Back at the Moon Palace, he and Rita began plotting a way to enhance the same molecular disruption field as a beam onto Earth so nobody, with the exceptions of himself and those he chooses, could wield the Power Coins he'll take before getting into another argument with Rita after losing his clan and the Technodrome, threatening to cast her into the stars and claim the Moon Palace himself.
Just then the Rangers and the Turtles arrived in the Moon Palace to finish off their respective archenemies, Shredder was seen taking on Billy and Zack during the fight but ended up getting hit by the molecular disruption device by Tommy before he is punched aside and morphs into the Green Ranger once more, though Shredder refuses to back down. To his surprise, Rita backstabs him as he is teleported alongside Rita to take her to Dimension X to meet his allies, vanishing without a trace since then.
Mighty Morphin' Power Rangers/Teenage Mutant Ninja Turtles II[]
Shredder makes an unexpected return during the raid of the Command Center by Scorpina and the rest. He then fights off both Scorpina and Bebop while giving her a message to Rita that he's coming for her and that Earth is for him to take over, not Krang, buying the Rangers time to transport Zordon away before circumstances were left ambiguous if it was successful or not. Shredder then has Alpha 5 take Zordon out of the Command Center while he has Tommy and Jason remain to take care of Scorpina and the rest.
Afterwards, he is seen with the rest of the Rangers and the Turtles discussing matters of their current incapability to morph due to the Command Center lacking a stabilizer, Shredder points out that making a new power node requires materials from the furthest reaches of space given his experience before Leo points his sword at him, which Shredder reiterates the belief of being "captured" on the contrary but claims to be their "savior" given he helped out Jason and Tommy. He then explains his motive for revenge on General Krang for replacing him with Rita over control under the forces of Dimension X and only wishes to help if it means preventing the Earth from being desecrated by Rita and Krang, as well as continuing his further schemes to take over the planet.
As the Rangers become the Mutant Rangers to take down Dimension X's forces, Shredder and the Turtles are seen leaving into a portal to Dimension X thanks to Casey giving Leo the mobile portal generator. Meanwhile, he and Leo converse as they enter, questions of what made him believe they'll come back alive. Upon arrival, Shredder and the Turtles travel to this dimension's Technodrome while explaining how it became this way thanks to Krang's war machine before Michelangelo questioned how he could've simply done anything else with the Technodrome besides taking over the world, same with Shredder questioning the Turtles' drive to protect people who despised them. He would call out how naive the Turtles believe it was the right thing to do while correcting Raphael's response of taking over the world to be "loved" by others, instead, wanting them to fear him, believing it would earn him a statue than love giving you friends before finally making their destination.
As they infiltrate the Technodrome's stronghold, Shredder and the Turtles take down the rock soldiers guarding the room as Shredder and Donatello try to locate the power node, he then comes across the cell room where Karai was kept captive, ordering the latter to set her free for her assistance at their aid. Later on, Shredder and the rest take on Goldar and a batch of monsters made by Finster, which Shredder decided to have Karai buy moments to have her rally the Foot and make Krang pay while the Turtles used the Dimension X Morphers to become the new Dimension X Rangers upon teleporting back.
When Krang appears in the final battle in his modified Megazord suit to decimate the city, Shredder appears before the Mutant Rangers and helps summon the Dragonzord as he uses the Shadow Morpher to become the Green Ranger, helping them take down the remaining soldiers of Krang's forces. It was only then should he use the Dragon Dagger to summon the DragonZord in order to take down Krang, followed by the assistance of Metalhead, piloted by Alpha 5 and Zordon, though Krang in his Megazord suit manages to overwhelm the two robots, using a powerful blast cannon once he pinned the two down. However, the Mutant Rangers were able to divert a distraction by attacking him.
This bought time for Shredder and Zordon to combine both the DragonZord and Metalhead to form the Dragon TurtleZord, easily managing to dismantle each part of Krang's Megazord suit while recalling back their former alliance and taking back everything he owed him as payback for his betrayal, thus defeating him. Shredder is then seen with Splinter and Zordon as he witnessed them punishing Krang and Rita for their crimes as they are to be confined in their hibernation modules for a long time until they are no longer a threat, satisfied with accomplishing his ordeal, even saying it was enlightening for him to partner up with his enemies for once. When Splinter offers a chance for peace between both him and his clan, Shredder declines since he still intends to destroy Splinter and the Turtles, but not for today as he is teleported somewhere by Zordon.
Shredder is last seen in the Moon Palace, likely to have taken over after Rita's defeat with her minions becoming his own. He's seen negotiating with Lord Zedd while making it clear that Earth was his to claim alone before bringing up how teaming up with the Rangers gave him access to his Shadow Morpher to begin with, even saying how it's all done through convenience and self-preservation. He then brings up how he now met someone just as equally ambitious as him and proposes an alliance with Zedd with conquering the world together, much to the latter's interest near the end.
