Silver Sable International are major antagonists in the 2018 video game Marvel's Spider-Man, as well as supporting characters in The City That Never Sleeps. They are the international private arms led by Silver Sable which was hired by Norman Osborn to protect him against the threat of Mister Negative and Doctor Octopus, however during the escape of the Sinister Six and the subsequent jailbreak occurring in both the Raft and Ryker's Island that led to the city's anarchy, some members of the mercenaries became abusive and totalitarian in nature.
Marvel's Spider-Man[]
During the Inner Demons' attack on Manhattan, Mayor Osborn hired Sable International in order to bolster the police department which was understaffed, although their primary focus was to protect the mayor and his assets from the Demons.
Sable was initially on neutral terms with Spider-Man, however after the city fell in chaos and the subsequent release of the Devil's Breath, Mayor Osborn viewed Spider-Man as a threat and blames him for it, making him the "priority target" of the mercenaries. The city quickly fell into martial law under the jurisdiction of Sable International while the city also fell in quarantine.
According to Yuriko Watanabe, the captain of the police department, some of Sable's men became abusive, with some invading the lot of other residents, leaving them homeless and imprisoning those who protest against them. Even some of them are stealing and robbing the imprisoned residents which Sable overlooked.
After the defeat of Doctor Octopus and the Sinister Six, the quarantine was lifted and Mayor Osborn resigned as a mayor in disgrace.
The City That Never Sleeps[]
Hammerhead and his gang stole supplies of Sable International gadgets and weapons, preparing them for the upcoming war against the other Maggia families. One of these included a defunct project of the blueprint known as "Project Olympus."
Sable attempted to retrieve her mercenaries' stolen assets, but she was kidnapped by Hammerhead's men to be interrogated. Spider-Man saves her and made a temporary truce to defeat Hammerhead.
