Luna was a proud leader and craved not only power but to be taken seriously by the rest of the world's leaders in his plans. He was also not above using cruelty and insane methods to get what he wanted as well, being content with having as many people killed as he needed or wanted to in order to get closer to his ultimate goals. In spite of this however unlike many of his allies Luna did have some redeeming qualities such as the fact that he genuinely valued his right-hand and successor Mateo Suarez as a friend which the latter recuperated and he also had a great deal of respect for The Thinker and his work.
Luna also greatly admired Harley Quinn and genuinely wanted to be with her due to viewing her as a kindred spirit as someone who despises and rejects American ideals. Luna also had an admiration for exotic birds and kept many as pets which he would often show off to any guests he had such as Harley.
Luna was a handsome, slim and lean man with brown eyes and a thick head of brown hair as well as a matching beard. He was almost always dressed in a formal manner, favouring dark, expensive suits above all other clothes due to his wealthy and influential status.
