"Spectre" is a major antagonist turned protagonist in the 2019 mobile videogame Call of Duty: Mobile, a supporting character in the 2015 video game Call of Duty: Black Ops III and its 2018 prequel Call of Duty: Black Ops 4.
He is voiced by Adam Grifford in Black Ops 3, Roger Garcia in Black Ops 4 and Greg Chun (who also voiced Hidora Kai in Call of Duty: Mobile, Kapano "Naga" Vang in Call of Duty: Black Ops Cold War, Henry Wu in Jurassic World: Camp Cretaceous, Muzan Kibutsuji in Demon Slayer: Kimetsu no Yaiba, Garou in One Punch Man, Gabriel Miller in Sword Art Online, N'Doul in JoJo's Bizarre Adventure: Stardust Crusaders, Bruno in Pokémon Masters, Souther in Fist of the North Star: Lost Paradise, and Adam in Nier:Automata) in Mobile.
James "Spectre" Baker was born sometime around the point of Erin "Battery" Baker's birth. However, he was presumably killed at one point. At one point before 2035, Spectre became an assassin for hire.
On one of they're operations, Spectre met Experimental War Robot-115 and became aware of his existence. At one point, they were approached by Savannah Mason-Meyer to assassinate a high ranking official, and Spectre complied. Afterwards, they joined Project Blackout, but later left when Jessica Mason-Green told them the truth regarding Savannah and joined the Specialists at some point between 2043 and 2045.
In 2045, Spectre infiltrated a Project Blackout compound and killed multiple security guards. They placed C4 in multiple key areas and then flooded the region.
Mobile Timeline[]
In 2021, Spectre and Phantom ambush a UAC convoy transporting Alexander "Cipher" McDaniels and kill the UAC agents, including Agent Miller. Seconds later, Spectre engages John Price in a duel and succeeds in cutting his torso, and is about to kill him when Gary "Roach" Sanderson opened fire on them, forcing them to leave.
Later, Spectre travels to New Vision City, he meets with Vladimir Makarov stating how happy he is at the collapse of the city. Seconds later, Sophia Couteau, Makarov and Freya "Wraith" Helvig open fire on them. Spectre turns invisible and knocks down both Makarov and Wraith. Sophia shoots at a nearby fire hydrant, disrupting Spectre's invisibility. They goes to Wraith and throws her into a nearby building. They then went after Makarov, dismantling him of his weapon and cutting off his arm. Before they can execute Makarov, they are shot in the head by Wraith, presumably killing them.
Afterwards, Spectre somehow survived the ordeal and went into hiding. After recovering from their wounds, Spectre ambushes Alex Keller at his home. Later they ambush members of the Phantom Corps inside a club where Spectre tries to impale Ether, but fails due to Cipher. When Deadman witnesses Cipher being thrown across the room, he picks up his X-Ray glasses and tries to fight Spectre. Spectre manages to turn the tables by tearing off his cybernetic arm, and knocks him to the ground, Spectre prepares to finish off Deadman, but is disoriented by Claire "Alias" Richmond, using her 'non-lethal prototype' weapon on them. Her weapon however, fizzes out merely seconds after its use, much to Alias' chagrin. Spectre vows to peel the flesh from her bones, but is then slammed into a wall with a garbage bin by a recovered Deadman.

Trivia[]
In the cut career mode of Black Ops 4, Spectre was going to be revealed to be the twin brother of Erin "Battery" Baker named James Baker.
Also in the career mode, it was planned for Spectre to be a member of the Free People's Army. Primarily, due to both of these being cut in Black Ops 4, they are considered no-canon.
